Assisting developing nations
will leach to peace professor says
BY DAVE SYKES
Recent comprehensive studies suggest
that young people across Canada have an
inordinate fear that nuclear war is immi-
nent.
The statement speaks of the changing
times of our society. Of our changing
values. No longer are young people's fears
limited to the worldly concerns of finding a
job, getting married and attaining a
modicum of financial security.
But while world peace is preying on the
minds of people around the globe and as
we read of yet another war or acts of insur- .
rection in coutries too remote to worry
about, there is a sense of building, futility.
What can we do about peace, anyway?
Reduced to simple terms, professor Glen •
Ayeford said peace is attainable' but that
we "have to start in our own community,
our neighbourhood and build on it."
Ayeford, a professor and director of the
Centre for International Development and
Education at the University of Alberta, ,
spoke to a public meeting at Goderich
Township Hall last week sponsored by the
Baha'is on the subject of world peace.
In an interview with the Signal -Star Fri-
day, Ayeford said that more than $1,000
billion is spent on war missiles while the
Canadian International Development
Agency (CIDA) which helps developing
nations, has an annual budget of $1 billion.
The Alberta University faculty works
with CIDA to help establish teaching pro- "
grams in many Third World countries.
Ayeford has monitored programs in such
countries as Bolivia, India, Haiti, Papua
New .
N w Guine and more recently Tanzania
providing where his t is p y g teacher
training for trades and technology, which
are currently not well represented in that
Illation. •
It is the, provision of that type of aid
which will lead to a more peaceful world,
Ayeford claims adding that Canada is well
respected for its role in foreign aid.
"You don't just go to these countries and
preach peace. You help them gain con-
fidence in themselves and become less
dependent, less aggressive," he explained.
."You help the country by giving the people
a better self image and by helping to make
the country economically successful and
polticially independent.
But aid must be consistent with the
beliefs, traditions and practices of the
country and Ayeford suggests that while
Saudi Arabia needs Western assistance, it
most fit the Islamic tradition. "The trend
is to ensure that aid is compatible with the
culture and religion of a country."
The mandate of the. Centre for Interna-
tional Education and• Development is to
share our technology and expertise,
through a collaborative effort, with Third
World countries. "In essence we help
teachers in other countries and our role is
educational."
It's far too easy to be cynical about the
distribution of aid Ayeford suggests in

view of the fact the media tends to jump on
stories about mismanagement and fraud
in connection with foreign aid.
"Small amounts of money can work but
the good stories don't always get
reported," he said. "A small idea can
change things in a country and introducing
practical ways of improving health means
a lot."
A former employee of the National Film
Board, Ayeford has a BA from the Univer-
sity of Manitoba, a masters degree in
English literature and a PHD in educa-
• tionaltheory from the University of Toron-
to.
Having travelled extensively in his role
as director for the international centre, he
has seen fir"st hand the role foreign aid
plays in the picture of world peace when
properly applied. And he says that those
who have worked in developing countries
see the value of collaboration between na-
tions.
"Thinkglobally- act locally" is an axiom
that Ayeford says has universal applica-
tion with respect to the pursuit of world
peace. •
"You have to start locally and piece
things together and build on them," he ex-
plained. "I think there is a sense of
despair, confusion and concern in the
world. The situation is unstable and we
have to try and maintain a balance. There
is a need and an appetite for order in our
world affairs."
Canada, thanks to Glen Ayeford and "
men like him, is playing a vital and
respected role in the developing nations.
