what was happening. "pretty new at
Acknowledging he was p
this" Winghap Reeve Bruce Machan said
he didn't tlnderct r1d why the chief
librarian, Bill Partridge, was "working so
hard to have the changes not made." He
also said he had received a lot of phone calls
and hoped to get some answers before he
went home.
Morris Reeve Doug Fraser told council he
had received no phone calls and '•I'm still
trying to figure out what this vote is all
about."
Reeve Gerald D'Arcey' of Howick said- he
agreed with Mr. Cunningham that the,
change would make little difference to the
operation of the library system.
Turnberry Reeve Brian McBurney,. a
veteran of county council, said he also had
receo-
pleeivedhad notone heardcalls,
both sides ofa most
the story.
Once he had explained, people didn't seem
so conceened, he said.
Grant Stirling, reeve of Goderich
Township and a former chairman of the
library board, said he was firmly in favor of
the change. "We fund the libraries 78 per
cent," he declared. "Why shouldn't we have
some say?'
He added that closed meetings are not the
issue "I was accused of having closed
meetings. I don't car if they're oil TV, as
far as I'm concerned.
In the recorded vote which followed, the
motion approving the change to a library
committee was approved overwhelmingly.
Partridge, who in an earlier statement
shad asked council to reconsider its reasons
for wanting to dissolve the library board,
said after the vote he was disappointed with
the outcome. However he said he would
stand by his earlier pledge that, "Whatever
decision is made ... I will continue to remain
an employee of the County of Huron."
Middel told the commission, these three
items are required this year and another
pickup needs to be replaced next year, but
then there are no equipment purchases
necessary for the next two to three years.
He pointed out that the scheduling of leas-'
ing of tenders would be according to
cashflow.
Commission chairman Jim Peters
observed that it can take as long as a year
sometimes from tender to delivery. Com-
missioner Herb Murphy suggested that
calling for tenders and delivery dates, to
see what the purchases will cost and when
they can be delivered, would help the com-
mission make..a decision, as long as the
calling for tenders does not commit the
commission to a purchase.
The commission decided to call for
tenders and delivery dates and then
review the purchases,
Sunset Drive residents want sidewalk
because traffic creates safety hazard
Twenty-four residents of Sunset Drive in
Goderich signed a petition requesting
sidewalks on the south side of the street
because they feel the increase in traffic
and number of children using the street
makes the situation a safety hazard.
The petition was referred to the works
committee at Goderich council's Feb. 17
meeting.
"Twenty-eight children live on our
street. One is confined to a wheelchair who
has to use the street to go anywhere. Ap-
proximately 40 to 45. use this street to walk
to school," says petition
A report by Works Commissioner Ken
Hunter to council two weeks ago shows
that 48,560 square feet of sidewalks (or
$97,100) were replaced. in 1985. In 1986,
sidewalks are slated to be replaced along
with . regular road reconstruction and
ONIP road reconstruction.
"The committee stresses the impor-
tance for sidewalk replacement in the
regular budget as. this replacement fixes
the worst spots in town and not the ones
simply adjacent" to road construction,"
says the report.
The committee also recommended
$30,000 be placed in the regular sidewalk
budget for 1986.
The proposed capital works for 1986
shows that Elgin Avenue, McDonald
Street, Kingston Street, Britannia Road
from Palmerston Street to Victoria Street
and Trafalgar Street from North Street to
Victoria Street will be reconstructed this
year.
Roads slated to be paved are Britannia
Road from McDonald Street to South
Street, Bennett Street from Gibbons Street
to Bayfield Road, Walnut Street from
Cambridge Street to Regent Street and
The Square.
Signs will urge people not to smoke in arena
were taking leadership by banning smok-
ing in public areas and that Goderich could
do the same.
The board agreed to post signs over the
doors at the entrance to the arena floor re-
questing that people refrain from smok-
ing. There are 'No Smoking' signs in the
arena now but staff does not ehforce the re-
quest. The additional signs will only rein-
force that request.
In the letter, the Cauchis suggest that to
allow smoking is inconsistent with the
function of the arena which is to promote
The Goderich Recreation Board will ask
people to refrain from smoking in the
arena and two signs will be posted over the
doors leading from the lobby to the ice sur-
face and seating area.
The motion resulted from cor-
respondence from Lorraine and Dr. Mario
Cauchi which suggested that smoking in
the arena presented a serious problem that
should not be tolerated.
Claiming that sidestream smoke was
perhaps more injurious to people's health
the letter stated that many, communities
physical fitness. They also said that
children are being injured and subjected to
risk'through exposure to smoke and that to
allow smoking provided a poor example.
In conclusion, the letter said smoking
presented a fire hazard in the facility.
In other correspondence, Muriel Skelton
advised the board that as a regular user of '
the arena and ice surface she thought
manager Peter Imanse and his staff did a
most commendable job in maintaining the.
facility and its ice surface.
