budget tops
$6 million

A $6.06 million budget for Huronview
home for the aged was approved at the
February session of county council, but
budget estimates will get a second rook
when the entire county budget is considered.
What is of most importance in the Huron -
view budget is capital expenses of $486,000,
of which the county would pay $243,000. The
money is to be spent on $400,000 of renova-
tions in the Summerhill and Eastdale wings
of the home and $86,000 for paving the park-
ing lots and driveways.
Huronview administrator Wayne Lester
said the county has until Mar. 15 to decide
whether it will -go ahead with the project or
not. The project includes providing private
washroom facilities and expanding the
rooms.
"We all knew this day was coming," said
Huronview's past chairman Marie Hicknell
"I'm for the Huronview project. I hope
everyone listens to both sides and takes the
time to go to Huronview."
The three-year $1.4 million project was
approved by last year's county council, but
they couldn't guarantee the funds of another
council.
"I only hope we can find the $243,000,"
commented Hay Township Reeve Lionel
Wilder.
He suggested that the county will be over-
taxing itself if renovations at Huronview are
undertaken. The museum project and roads
are two other major funding areas the coun-
ty has to consider, said Reeve Wilder.
Hullett Township Reeve Tom Cunn-
ingham suggested that the council approve
the 1986 Huronview budget ,of $6 million of
which the county pays $624,713. The pro-
vince of Ontario picks up a $2.3 million tab`
and the resident fees cover $2.6 million of
the annual budget.
"Subject to final review by county coun-
cil," said Reeve Cunningham after adding
that the entire budget be looked at by the ex-
ecutive committee.
"I think it's very important that you take
the time to see for yourself," Iuronview
chairman James Aitchison told his county
council colleagues. "Now's the time to do
renovations."
Council will be considering all the depart-
ment's budgets in March.
Huron County warden Leona Armstrong raised the flag to officially kick-off the county cam-
paign to raise funds for the Heart and Stroke Foundation February 5 al the County Cour-
thouse in Goderich. She was assisted by this year's campaign chairman, Byron Goldsmith
of Goderich. The volunteer canvassers for the Heart and Stroke Foundation hope to raise
$45,000 in this year's campaign to contribute to the Foundation's research across the pro-
vince. Some of the money will fund research at London's University Hospital, said

Huron County's chief librarian was taken
to task for not following the county's hiring
practices to find an immediate replacement
for an injured employee.
Bayfield Reeve Dave Johnston continual-
ly questioned chief librarian William Par-
tridge on his having hired someone for book
collections only 10 days after he was
authorized to fill the vacancy. If Partridge
had followed county hiring policy, it would
have been about another week before a per-
son could have been hired.
The person who was responsible for book
collections in Fordwich fell and broke her
wrist on Dec. 12 of last year. This person
was also due to retire Feb. 8.
Reeve Johnston pointed out that an adver-
tisement for .the . position was in the
Goderich Signal -Star one week before the
library authorized hiring someone at its
Jan. 13 meeting. Ten days later, soi ieone
was hired.
Partridge said employment notices aren't
always put in every newspaper in the coun-
ty. He added that the position was first
posted among library staff. He admitted an
oversight in jumping the gun on advertising,
but noted that even if all newspapers in
Huron were advertised in, the Fordwich
area would have been missed. Partridge
said Fordwich area people read The
Listowel Banner, a Perth County
newspaper.
Library board chairman Tom Cunn-
ingham said he agreed with Reeve Johnston
about following county hiring policy.
"I presumed it was advertised properly,"
he said.
The Hullett Township reeve said the con- .
cern would be taken back to the library
board.
