The coverage entitles 50,000 UAW workers to payment of legal fees for a range of par- ticular legal needs. Lawyers are concerned about the condi- tions of this insurance coverage, says J. Alex Langford, president of the Ontario Council of the Canadian Bar Association, who spoke to the Goderich Rotary Club on January 28. Workers who have the coverage must see union staff lawyers and if they are overworked or if the case requires special services, it is the union which,has the right to select someone else, said Langford. The insurance covers such legal transactions as buying and selling a house, immigra- tion, divorce up to court proceedings, wills or probate. Lawyers do not like the idea of staff lawyers and would prefer a plan similar to OHIP which provides medicare insurance for all Ontarians,. People would go to the lawyer of their choice who is compensated up to the limits of the plan. The Bar Association and the Law Society are raising money to fund a study to see if a plan like the Ontario Health Insurance Plan would work. "It is odd for lawyers to find themselves on what appears to be the same road as doctors," said Langford. Health insurance originated in this pro- vince as coverage provided to the memebrs of the UAW where the workers had to see staff doctors to get the coverage. (photo by Sharon Dietz) Discuss mandate for speech therapy BY SHARON DIETZ • A discussion of whether it is the ministry of health or the ministry, of education's .responsibility to provide speech therapy for school age children arose at the January meeting of the Goderich Alexan- dra Marine and General Hospital board of governors. Huron County Medical Officer of Health Harry Cieslar informed the board, he has been successful in acquiring a speech pathologist and the hospital's _therapist will no longer be required to, provide the service for school age children. The hospital therapist has been providing the. , service for school age children on a tem- porary basis on referral from the family doctor, while Dr. Cieslar' looked for- a replacement for the health unit therapist. Board member Bob Dempsey said there was discussion on whether the Ministry of Education or the Ministry of Health is to provide the service for school age children because the responsibility would seem to be the health ministry's if it is a medical problem and the education- ministry's if It is a learning disability. Dempsey said he understood there was a joint committee of both ministries which was established to decide which ministry is responsible. "If it is the school'board, then say so. If it is the hospital which is to provide the ser- vice, then provide the funding," said Dempsey. Hospital administrator Ken Englestaad said he spoke with Carroll concerning the brief and according to Carroll, the ministry of health is to provide the service whether it be through pudic health units or hospitals: Dempsey said the Huron County board of education is one of a few in the province who does not have a speech pathologist on staff and he presumed it was because the health unit was to provide the service. "Are other boards (of education) letting their pathologists onto the open market or are they still employing them.." asked Dempsey.
