(photo by Patrick Raftis ) Applicants should pay for zoning andbylaw changes It's going to cost more, double in fact, for anyone, applying for a zoning bylaw or of- acial plan amendment. At it's regular meeting Monday, Goderich town council endorsed a motion calling for the fee charged for processing bylaw and official plan amendments, to be increased from $100 to $200. The original motion called for the fee to increase to $300, a motion that was defeated in a recorded vote. Councillors Jim Searls. Bob Cornish, John Doherty and Glen Carey voted against the increase to $300. In speaking to the motion, administrator Larry McCabe explained that even a $300 fee would not meet the town's costs. "We have advertising costs (each amendment is advertised twice in the Signal -Star) we have to circulate the change to property owners within 400 feet and there's mailing and secretarial costs. The people should pay," he said: A $200 increase was excessive Carey told council suggesting he could not support the motion. "The hike is almost punitive. Two hun- dred per cetn is too High," he said. "Adver- tising costs have stacked up for the good old Signal -Star because we've chosen to run big ads and run them twice. I think that's ulirequired."• While he agreed -the increase was pro- hibitive, Bill Clifford said that advertising was the best method of providing "proper and full notice" and the $100 figure was us- ed as a nominal figure when the policies of the new planning act were enforced. "If the people want the change and if they benefit from it then there should be some cost." Don Wheeler agreed that $100 was "out of line" adding that. "those who benefit should pay." ' Nile 4-Hto start The next Nile 4-H club will be "Fitness .Fare". • Alison Paolin and Ann Feagan have taken the leadership course and the first meeting will be September 17 at Mrs. Paolin's home in Nile. Peddiers have to pay $200 now Town council will amend its hawkers and peddlers bylaw after endorsing a mo- tion to increase the fee in the bylaw from $100 to $200. Councillor Bill Clifford said the fee in- crease was in order because business peo- ple from out of town, who do not contribute to the tax base, were required to pay only $100 for a licence to sell. "These are out of town people who are corning to town and taking dollars from the trade people who pay taxes in town," he explained. In fact, administrator Larry McCabe pointed out that the $100 fee stipulated in the bylaw dated back to 1953 when the bylaw was introduced. "There have been liquidation sales in town where large companies come in maybe two or three times -a year," he said.
