E 1 -Aixi SI NA ' a ,vT 'OCR 5,1084 1 .. STRATFQRP - A new way of "bi ng for telephone service started Seplenn r 1 in, Bell Canada territory. On that day, restructured telephone rates rain into effect for Bell Canada customers, providing separate charges for Lines and the rental of telephones and other equipment. Monthly rates for basic local service have traditionally included the ren- tal of the first telephone. Now, customers will have a choice of where they obtain their telephones. In- dividual line business or residence customers can continue to lease sets from Bell or purchase them from Bell or any other supplier. Because of technical reasons, party -line customers cannot own their own equipment, and as a result their basic telephone service will remain the same. Effects of the new rates on customers' ac - telephone bill will decrease; for others it -will increase. 'It depends on the typ'+ rndirterlbei ;df services and equipment each customer leases from Bell," said Peter Croome, Bell's Manager for this Area. "This new method of paying for your telephone service is a result of a move by Bell in 1979, when it asked the Canadian Radio -television and Telecommunications Commission, if the attachment of customer provided equipment was in the public in- terest," said Mr. Croome. In August of 1980, the CRTCtin an interim decision ruled that Bell Canada customers could purchase their own extensions and connect them to Bell's network by means of a jack, provided the equipment met the re- quirements for connection that were established at that time. Following hearings in 1982, the CRTC con- firmed the interim decision aria also stated that Bell customers no longer had to rent their first set from Bell. At the same time, the CRTC ordered Bell to break-out the rates it would charge for the line and for the sets. Bell filed these new rates in March of 1983. The CRTC approved the restructured rates last March and ordered Bell to put them into effect on Sept. 1. Individual line business or residence customers will pay $1.35 per month less for basic telephone service because it no longer includes the telephone set. "However," said Mr. Croome, "customers will now be charged for each telephone they rent from us. Also, the rates for many of our premium sets have been reduced." Bell will continue ta repair all leased sets and equipment without additional charge. Those customers who purchase their own sets will have to make their own ar- rangements for maintenance. Bell is not expecting a significant degree of migration of customers from Bell equip- ment to their own equipment because the $1.55 rate per set for residence customers is "very good value for the quality of set and the fact that there is no extra charge for maintenance." "Customers should be aware that if they encounter problems with their service, they should make sure it is not their own equip- ment that is causing the trouble." If Bell makes a repair visit and no trouble is found with its facilities then a charge is applied. "This diagnostic maintenance charge ap- plies if trouble continues when the customer's equipment is reconnected," said Mr. Croome. To try and avoid. this charge, people should check to see if the trouble is in their own equipment before they call Bell for repair service. Customers who purchase their sets should also make sure that the sets they buy meet the technical standards for connection to the telephone network.
