Police complaints against Mac's
Milk prompt request for by-law

The Goderich Police Commission is
asking towy council to consider passing a
by-law which would require all retail
outlets in the Town of Goderich to be
closed between the hours of 1 a.m. and 6
a.m.
This action has been prompted by police
complaints against the Mac's Milk store on
Bayfield Road.
A memo from Police Sergeant Gerry
Hilgendorff to Chief Pat King dated
. August 3, points out that "since this store
has gone to 24-hour service, we (the police)
have been answering calls. on an ever-,
increasing number."
Hilgendorff said the store has become
"nothing more than a hangout". • He
explained that the local police have been
called to remove. .people from the
premises, to break up fights in the parking
lot, to stop tire squealing and also to
investigate slashed tires in the Goderich
Auto Sales and Service parking lot across
the street.
"It is not uncommon to see upwards of
ten people in the store at one time," said
Hilgendorff in his memo. "I am not
referring to regular everday customers.
These are individuals who are helping
themselves, or just plain standing inside,
out of the elements."
Hilgendorff said it is his opinion that
Mac's Milk, as well as all retail outlets in
Goderich, should. be closed between the
hours of 2 a.m. and 6 a.m. "In the case of
Mac's Milk, this closed' time could be
better utilized by the employee cleaning up
and replenishing shelves," he stated.
"I would also point out that sooner or
later this store, because of its location, the
number of persons hanging around, and
the 24-hour service, -is an easy mark for
robbery. This alone should indicate to the
company itself to close by 2 a.m. If they do
not wish to act, then I feel that a by-law
should be passed to force the closing of all
establishments between the hours of.2 h.m.
and 6 a.m.," Hilgendorff concluded.
In presenting Hilgendorff's memo to the
Police Commission last Friday, Chief King
said be concurred with the poi its outlined
in it.

"On numerous occasio , the members
of the Goderich Police h e been called by
the lone - ( Mac's Milk) staff member
because of problems with persons who use
• the establishment as a hang-out. These
"baby-sitting" calls usually 'result during
the dark hours and police are called away
in other parts of town to deal with an
`unwanted person" call," Chief King
explained in a letter to the commission.
He said the noise factor resulting from
the sound of radios and motors running are
compounded by the occasional fight and
the squealing of tires as vehicles leave the
store's parking lot. He said there are also
,numerous calls to deal with persons not
paying for articles or who have (or are
suspected of) taking something.
"The police, naturally, have a duty to
answer calls from the staff regarding
crime (theft, etc) and we are not objecting
to such demands. However, many of these
calls only occur between the hours of 1
a.m. and 5 a.m. and result from the fact of
the area becoming a hang-out," Chief King
pointed out in his letter,
"Often the establishment has ten 'or
more persons in, the store, most of whom
are not making any purchases. It is at
these times, when the lone clerk cannot
control their actions, that the calls result.
The police (and the taxpayer of Goderich )
shotald not have to provide the supervision
of Mac's Milk stores stock or augment
their staffing," he continued.
Chief King pointed out that the problems
at Mac's Milk seldom happen during the
daylight' or early evening hours. "The
problems increase after dark because the
persons who congregate there are aware
that there is only one clerk on duty. As
most of these calls happen after the bars
have closed, the actions of some
"customers" are enhanced by the alcohol
they have consumed," he said.
• In a community the size of Goderich,
Chief King said there appears to be very
little need for a facility to be open 24 hours
each day. "I would hazard a guess that the
revenue for Mac's Milk between the hours
of 2 a.m. and 6 a.m. is not of astronomical
proportions...I believe that the interests of
the community as a whole should be-
• considered
econsidered rather than whatever financial
gain or loss there may be to a very large
organization."
Concerning the noise complaints in this
town, Chief King said council could help'
curtail some of the more annoying noise
(between 2 a.m. and 6 'a.m.), by
considering a by-law to curtail the '
operation of retail outlets during those
hours.
Commission member. Dave Gower said
he thought the hours for closure outlined in
the by-law should be from t a.m. instead of
2. a.m, as .suggested by. police. Be said.he.,
could not see any reason why retail outlets
would have to be oPen after that hour in
town.
Other commission members said
perhaps the Mac's Milk store management
could correct its problems without a by-
law having to be passed.
Board awaits study results on program

There will be no action on the issue of
French education by the Huron -Perth
Separate School Board until a survey is
completed.
A group of Stratford parents received
this response after they requested the
board to pay for the transporting of their
children from that city to Marguerite
Bourgeoys' French separate school in
Woodstock starting this September.
The parent group, headed by Pauline
and Michel Rousseau of Stratford, said it is
the responsibility of the school board "to
either provide a school or French class in
Stratford or to provide transportation to
another town."
Director of education Bill Eckert, back
after a six-month sick leave, said that
legislation requiring boards to offer
French education for one or more French
students is not yet in place. Currently the
Education Act states that boards have to
provide French education only when there
are 25 or more French speaking students.
Stratford trustee John Devline said
there is a note of urgency in the parents'
request because they want to enrol their
children this September.
Chairman Ron Murray asked for com-
ments from trustees noting his own feeling
is that if a motion is passed either in favor
or against, the board would be establishing
a policy.
Most trustees said they would prefer to
wait until the survey report is completed
before they made a decision. Administra-
tion said the survey, report, which con-
siders French Immersion, French as a
first language school or enlarging the pre-
sent Core French program, is expected in
October.
Several trustees said if the board paid
the transportation costs of the nine
children whose parents are making the re-
quest in Stratford, there would be similar
requests for other parents. One concern
was that parents in Goderich, who have re-
quested a French immersion class, would
ask to have their children bused to London
or Kincardine.
There was also some question as to how
the students would be registered. It was
suggested that if they registered in Perth
County, there would have to be an agree-
ment between the separate school board
and the board controlling the school where
the students were going to.
Chairman Murray said he recognizes the
fact that the people of French heritage
have a right to be educated in the French
language. He argued with one trustee that
Canada is a bilingual country and the
movement of people within that country
makes it necessary for school boards to
provide an education in both official
languages.
