PARIS, Dec. 1.—The French Min -
try of For ign Affairs yesterday
made public a Yellow Book bearing
on. the eantit_*s of the present war, This
rend?. volume is much more com-
Iven out up to the present thQate
och Governments. Tbe French
report curupriSea no rower than one
hundred and sixty doeuments.
"It eves lint in the spririg 1912,"
ys the yellow book, "that we noted
"s colossal and expensive mililarY
e ort which alone can explain the de-

and hegemony of the necessity a
n offensive war against France; pre-
pare uprisiegs in Russia and in north
Africa; provide for, in case of hostili-
ties, the immediate abeerption of Bel-
gium and Holland.
"We declare that Emperor Wil-
liam, who up.to that time bad posed
aS a champion 1:iif peace, admitted in
the course,ofa conversation with the
Ring ofeBelgium that be bad finally
come to share the ideas of leis mili-
tary advisers, He had placed himself
among the'partisans of a. war which
be thought would not be long delaY-
ed, arid the overpowering success of
which seemed to Lim certain. Pub-
lic opinion, in its turn, permitted
itself to be won over by the passions
of the military Party, and came to
consider the affair of Agadir as a de-
feat for Germany. It regarded the
existence of a strong France as a
danger to Germany, and the break-
ing out of a European war as the
only remedy for all difficulties and all
From a perusal of the six other
chapters of the yellow book there is
to be deduced and supported by evi-
dence the fact that the combination
between Austria and Germany bad
decided upon war, and that on four
3uccessive occasions this combination
endeaVored to precipitate war by vio-
lent proceedings, the purpose of
whieh was to prevent or to insure
he failure of all efforta at concilia-
tion.
The most interesting human docu-
ment in the yellow book is a letter
written by M. Sules Cambon, the
French Ambassador at Berlin, to For-
eign Minister Fichon, in November,
1913, warning the Foreign Office that
German hostility to France was in-
creasing and that the Kaiser bad
ceaeed to be a partisan of peace. The
Ainbassador added:
"The Ring of the DeLgians had the
with the Emperor in the presence of
that the Kaiser is jeaioee, of the grew-

MONTREAL LIVE STOCK.
MONTREAL, Nov. 30.—At the Montreal
Stock Yards, west end market, the fea-
ture of today's trade was the weaker
feeling for canning stock owing to the
continued liberal supplies coining forward
and prices cleaned 25c to 50e per cwt.
as compared with this day week. Trade
was slow, bulls selling at $4.75 to $5, and
cows at 43.65 to $4 per 100 pounds. Theie:
was practically no change in the market
for butchers' cattle. Good to choice
steers were scarce.. •
Best steers were offered at 87.25, but
the bulk of the trading was done at prices
rar.ging from $6.25 to $7 per cwt. A
stronger feeling developed in the market
for lambs today, and prices advanced 10c
per 100 pounds, owing to lighter receipts.
Sales of Ontario stock were made at $7.35
per cwt. Sheep were unchanged, ewes
selling at $4.50 to $4.75 per cwt.
Hog prices have decline'd 50c to 60c per
100 pounds, owing to the fact that sup-
plies coming forward have been in excess
of requirements- Selected tote ',gild -at
