The Ofiposition has
threatened •to defeat a
Government bill which
would provide a civilian
review procedure far
citizen complaints
against the Metro
Toronto Police unless
changes are made to
allow a civilian com-
missioner to hear initial
Complaints. As currently
drafted, the bill would
give first investigation
rights to. police force
officials.
_Liberal -HousP Leader
Robert Nixon gave an
assurance that his party
would support the bill in
principle, although it
does not support the
police self -inquiry clause.
He added: "If all cases
were to go to the civilian
administrator and he
would decide how the
review would take place,
then that would be ac-
ceptable."
A Government
spokesman said the
defeat of the Bill would •
represent "a fun -
confidence in our, police
force".
Munjcipalities were
included under the
Environmental
Assessment Act but it will
private industry will have
to meet the act's
regulatiens, Ontario
Environment Minister
Harry Parrott said ',this
week.
Under the Act,
Municipalities will have
to ' submit an en-
vironmental ,impact
study on most projects,
such as municipal
buildings, waste dispo'sal
sites, sewers or roads, to
the Eirvironmental
Assessment Board for
approval.
The act was applied to
provincial projects in
1976 b,ut the Government
decided to Wait and pMse
in municipal projects.
Most environinentally
sensitive projects, such
as waste disposal sites,
roads, transmission lines
or communications
towers, come under the
control of the province or
the municipalities so
there is no urgency to
bring the private sector
under the act,, according
to Dr. Parrott.
Under the regulations,
all municipal projects
except those costing less
than $2 million will be
covered by the act.
However, some projects,
such as roads or waste
dispos,a1 sites, will come
ounf dcoesrt.the act regardless
The regulations will not
be applied to municipal
projects already un-
derway if they have
received council ap-
proval or if the land has
been purchased for the
project.
