mers, to allow Ontario
farmers to compete fairly
with other provinces in
Canada , and. other
countries of the world in
agricultural production.

troversial.
Under the scheme," a
'clinic of seven doctors in
St. Marys - a town of 4,700
people - was paid $212,788.
by the Ontario ' Health
Insurance Plan in 1978.
There are some 28
other such clinics around

Health Service
Organizations HSOs. -
are clinics 'where doctors
are paid an annual flat
fee- for patients on their
rosters, ' even though
some patients may not,
visit the clinics for years.
The St. Marys' clinic is
actually an unofficial
HSO and has been
operating under the
system since 1971. It will
not officially, become an
HSO until July.

forestry 'workers,
'following a week of tough
opposition questions. ,
According to the
Minister of Natural
Resources, James Auld,
an erroneous report
issued soon after the fire
last summer might have
resulted from anxiety

cause of the fire 'was a
sudden wind shift.
However, the release
definitely stated that the
youngsters were setting all
line of fire "when the
wind suddenly shifted,
and the flames overcame

mitted that his ministry

cause, rightfrom the
.beginning, was under
investigation".

was incredible that "no
one in this myriad of
officials" thought ,t'o
correct the impression
left by the erroneous
press release before the
inquest opened.
ACID RAIN
Biased on comments by
the Minister of the
Environment, Mr. Harry
Parrott,' we can shortly
expect an Ontario
program to combat acid
rain, including measures
affecting Inco Ltd. in
Sudbury, the province's
major source of acid rain.
The Minister refused to
give details, but stated
that Ontario will be
taking the lead, instead of
waiting for U.S. action.
In the past, he has
taken the line that we can
accomplish little in the
absence ' of U.S.
abatement measures
because U.S.
smokestacks contribute
an estimated 50 to 80 per
cent of acid rain falling in
Canada.
He indicated that he is.
finally prepared to move
on this matter because he
has become aware that
"people are more and
more concerned about
the envit'onment....My
resolve is backed by the
will of the people", he
said.
