The Shoppers Square
Association handles
promotion of the ,mer- .
chants who participate
through voluntary
membership. They have
three promotions each
year including the
sidewalk sale, the mid-
night madness and the
pre -Christmas
promotions.
The `BIA does not do
advertising promotions
because not all members
can derive benefit from
such promotions such as
_lawyers and doctors 'If is

who pay a business tax in
the area bounded by
Elgin, ' Waterloo, Nelson
and Victoria Streets: The

by-law allows an ad-
ditional tax to be imposed
on businessmen within
the designated area so
that renewal programs

through regular taxation.

tax dollars used to their

sharing with the town on
BIA proposals. .•
As Mr. Schaefer
pointed out when the
original proposals were
placed before council,
"The town certainly has
some responsibility to the
business community."
