suggests
penalty
Ontario Hydro could
penalize industry for the
contribution -it makes to
off-peak use of power, a
spokesman for electric
power intensive in-
dustrial users said last
week.
J.K. Shurie, director of
the Association of Major
P,ower Consumers • in
Ontario (AMPCO), told a
GOderich Rotary club
meeting that recom-
mendations by the
Ontario Energy Board to
the provincial ,„energy
ministry would.put a trait
to Hydro's recognition of
this contribution in
Calculating its rates.
"The effect will be to
give the benefits of
diversity to the
municipalities which are
not helping the problems
they cause," Mr. Shurie
said.
Be, was describing the
effectsin the recom-
mendations by the
-Energy Board con-
cerning the. three-year
study into proposals by
Ontario . Hydro to
restructure it rate
setting policies.
Mr. Shurie said it is'the

tribute more to the ex- '
pensive high peak
generating' capacity of ,
Hydro. •
' Mr. Shurie calculated .
that the Energy , 13oard . •

recomnieniiaTions could
cost Ontario industry
another $24' million or
.,seve.n•per cent.
"Not art overwhelming
amount when we recall
that Hydro's prices have
gone-up-by.am'avernge of
16 per cent over the last . .
five years, -but no help•at
all in strengthening the
province's industry:
'This, by the way, is
about twice the rate of
increase of the consumer
price inde,x over the same
period," Mr. Shurie said. .
Mr. Shurie 'added that
the survival ',.of some
Ontario industry and the
jobs which go with it
depends on the ,ready
availability of industrial '
power at competitive
North Ameri.can prices..

Officials from Health
and Welfare Canada's
Incom-e Security
Program have advised
'that effective Januar Y 3,
the department,will begin
mailing of Guaranteed
Income .Supplement'
appftcatiuus to retired
people who have been
receiving G.I.S..over the
past year.
Wilf Wright, Regional
Director of the program
said that the total of•
370,000 applications
shoUld be in the coail no
later than January 4.
The Guaranteed
Income Supplement
program requires annual
re-application • by '
recipients because of the •
possible change' in in-
come. Recipients whose'
income has dropped will
receive larger payments
while recipients whose
income has increased will
receive a reduced rate -
Mr. Wright pointed out.
Consequently,- some
,people will receive larger,
amounts beg -inning this
April - others Will
receive less.
-Failure . to file ap-
plication for Guaranteed
Income Supplement will
result in payments being
-discontinued," Mr.
Wright stressed.
"We urge all persons
who receive the ap-
plications to re -apply as
quickly as perssible so
that th8y will continue to
receive the payments to"
which they are entitled
Without interruption,"
M. Wright said.
