could afford. They also organized a strong
union. Wallace doesn't see teacher
salaries as being extremely out of line. The
job is very demanding in a society where
parents are taking less responsibility in
the .home and discipline is less
authoritative.
Parents are not as supportive of
teachers as they were during the times of
the district school boards, says Wallace
and the changes in society's value system
and the way we see authority figures has
resulted in more challenges to the teacher
in the classroom.
Teachers are also expected to upgrade
themselves constantly and she marvels at
their energy to be on stage in the
classroom all day while taking courses on
nights and weekends.
There were many controversial issues
during Wallace's years on the board but
nothing compared that of French immer-
sion. She says she received some pretty
violent phone calls during the book bann-
ing crisis when a group of parents wanted
textbooks such as Margaret Laurence's
The Diviners withdrawn from the cur-
riculum. But, not even those calls compare
to the abuse she took on the French immer-
sion question.
Wallace supported the Goderich parents
who wanted French immersion establish-
ed as a pilot project in a Goderich school
because there were enough students to
start a class. The board however decided
to follow the recommendations of its ad
hoc committer •which prepared an ex-
haustive report on the introduction of
French immersion program to Huron
County schools following public hearings
in the county. The committee recommend-
ed no French immersion program be im-
plemented at this time. The board made

this their decision and Wallace says you
learn as a trustee you have to support the
board decision.
She was disappointed however that a
program could not be implemented as a
pilot project in Goderich where it was re-
quested because there were other areas of
the county that did not want it. She
believes it is necessary to provide the
same quality of education across the coun-
ty but she doesn't see that this prerequisite
precludes offering a program in an area
where it is requested.
SPECIAL EDUCATION
She admits the problems would have
been difficult if French immersion had
been introduced. The transportation was
mind boggling and the cost almost pro-
hibitive.
The implementation of Bill 82, the
special education programs which meet
the needs of gifted and handicapped
children has also cost the taxpayer. Huron
County was offering one of the most ad-
vanced systems in the province before the
bill was' introduced but there is still work
to be done on the programs in the secon-
dary panel.
Wallace worries whether the average
child is going to be deprived as so much
money is spent on programs to meet the
requirements of Bill 82.
A concern to all boards of education in
the province is the ability of small vocal
lobby groups to be successful in getting
their desires met. The Huron County
Board of Education does not have to dell
with these groups as often as city boards
do and she wonders where the demands
will end. While the taxpayer is screaming
about the increasing cost of education on
one hand, the ethnic groups in Toronto
want their board to provide heritage

language classes during the school day as
part of the board's curriculum.
She is also critical of former Premier
Williaiii Davis' decision to extend public
funding to separate schools. She fears that
when all the pressure groups are satisfied,
the public education system will be
destroyed.
She disapproves of the autocratic man-
ner in which the decision was made.
•'It's a strange thing. in a democracy
when one man can announce something
will happen when it hasn't been discussed:
she says.
She expects the province will be forced
to fund all separate schools since the
Catholics have been entitled to funding in
the constitution and the board can't take it
away. The province has no alternative ex-
cept to provide public funds to all separate
and private schools.
She intends to read the Shapiro report on
funding of separate and private schools in
the province which recommends the
Ministry of Education proceed in this
direction and she expects Shapiro's recom-
mendations will be implemented since the
three parties at Queen's ' Park already
agree on the extension of funding to
Catholic high schools.
Wallace was disappointed she lost the
election this fall and will not be returning
to the board for another term, but Mary
Ann Dempsey deserved to win because she
worked very hard on her campaign, she
says.
She was pleased to see the interest in the
school board election this fall and she looks
back over her years on the board with
satisfaction.
