Coneerned cktizens now have their
chances to maim a government review of
the Ontario Hydro. Southwestern Ontario
Transmission Study Environment Assess-
ment, released today by Environment
Minister Jim Bradley.
Ontario Hydro is seeking approval to con-
struct and operate an overhead
transmission line .system through
Southwestern Ontario, along with a
transformer station, communications and
control facilities.
Hydro's p posed "System 7" would con-
sist of :
- a singe 500,000 volt (500 kV )
transmission line from the Bruce Nuclear
Power Development (NDP) to Essa
Transformer Station near Barrie.
- a new 500 230 kV transformer station to
be built west of London, from which three
230 kV lines would run to existing 230 kV
lines in the area.
- a double circuit 500 kV transmission line
from the Bruce NPD to the new transformer
station.
- a single circuit 500 kV transmission line
running east from the new transformer sta-
tion, mostly via existing right-of-ways, to
a t1.../',.'t..

Ontario Hydro is seeking to acquire the
property for these routes, shown approx
innately on the enclosed map entitled Figure
1. Sites for acceptable alternative routes are
also marked.
The public can get further details about
the proposed project by examining the En-
virpnment Assessment document and the
Review during' normal business hours at En-
vironment Ontario offices indicated on the
attached list.
The Review is intended to help the public
understand the proposal and whether the re-
quirements of the Environmental Assess-
ment Act have been tnet. The Review is not
a final decision. It is merely a preliminary
position based on comments of Provincial
government staff and agencies.

When . the-:Preejirninary Rearing com-
mences, the Joint `Boagd will consider pro-
cedural matters, Including identification of
parties and partidipants in the hearings and
identification of issues.
Anyone who wants. to take part in the
hearing or make a submission to the Joint
Board on procedural matters should either
attend or be represented at thePreliminary
Hearing or notify the Joint Board by writing
to: Hearings Registrar Joint Board, 1 St,
Clair Avenue West; 5th Floor, Toronto, On-
tario, M4V 1K6. (416) 965-2531.
Anyone can make a written submission
about the proposed undertaking, the Assess-
ment and the Review. A submission can be
made in any form that clearly indicates the
purpose of the document, and should be sent
or delivered to Environment Minister Jim
Bradley ,to be received no later than
November 11, 1985. .
All submissions received will be forward-
ed to the Joint Board for its consideration
during the hearing. Those who make sub-
missions will be placed on the Joint Board's
mailing list for all subsequent notices or
orders the Joint Board may issue.
Initial doubts- about moving erased
A study recently released by the Ontario
Association for the Mentally Retarded,
(OAMR) shows that the families of former
residents of Pine Ridge Centre for men with
mental retardation have changed their
minds.
Parents originally voiced strong opposi-
tion when the Ministry of Community and
Social Services (MCSS) decided to close
Pine Ridge, by August 1984. One hundred
and forty-seven handicapped men were
moved. 89 percent went to homes in the com-
munity.
The survey reveals that most former
residents are now leading much fuller and
more productive lives, with better oppor-
tunities to grow and develop. Happily, most
parents' initial doubts, that the residents
were incapable of living in the community,
have been dispelled.
Pine Ridge is one of six institutions for pe-
ple with mental retardation to be closed
under the Ontario Government's "Five
Year Plan".
"Pine Ridge: A Follow-up Study One Year
Later" was conducted by OAMR at the re-
quest of the Pine Ridge Parents Executive.

OAMR and members of this Executive in-
terviewed the residents, their families and
the agencies now providing services in the
community, to study the impact of the move
on the former residents' lives.
The study is complimentary of the way
MCSS moved the men. Bill Sparks, Presi-
dent of OAMR, said: "This closure was
much better planned. The care and strong
commitment of responsible Ministry of-
ficials contributed a great deal to the suc-
cess. We congratulate MCSS on the ex-
cellent job they did closing Pine Ridge.
"The difference this time was that MUSS
recognized the separate needs of each in-
dividual resident, and tried to make sure
there were services in the community to
support him before he came out. There are

still many services missing. We continue to
work to see that they are provided."
Sparks concluded, "this experience has
taught us that when proper community sp-
ports exist, no handicapped person has to
live in an institution."
The OAMR report further attributes the
success to an emphasis on preparing com-
munities and services to receive each resi-
dent, rather than emphasizing the severity
of the individual's handicap.
Both MCSS and the communities involved
learned a great deal from the closings of St.
Lawrence Centre in Brockville, Bluewater
near Goderich, and START in St. Thomas.
Pine Ridge was even better.
Durham Centre in Whitby is currently be-
ing closed, and D'Arcy Place in Cobourg
scaled down. An effort is being made to app-
ly the lessons of Pine Ridge.
The Ontario Association for the Mentally
Retarded is a federation of 121 local associa-
tions across the province. Its goal is: "that
all persons live in a state of dignity, share in
all elements of living in the community, and
have the opportunity to participate effec-
tively."
