Long-time board member Clarence McDonald of Exeter and Murray Mulvey of RR 1, Clifford announced at the school board's Oct. 7 meeting that they will not seek re-election in the municipal election this fall. McDonald said after this school year he will no longer have children in the school system and it is time for a change. He has represented the Exeter area since 1969 on the county board. Prior to that, he served on the Exeter school board since 1958. McDonald said health reasons also in- dicated it is time to turn the reins over to so- meone else. Mulvey represents the ratepayers of Wingham, and the townships of Howick and Turnberry. He noted there are two representatives from that area. The other is Art Clarke from Wingham. He does have concerns that the rural ratepayers won't be represented because, to him, there appears to be a lack of interest. Mulvey wants to spend more time with his family and that is why he is leaving the school board. All other trustees said they would be seek- ing re-election in their respective areas which are as follows: Dorothy Wallace is seeking re-election in the Town of Goderich: Joan Vanden Broeck is running in the townships of Goderich and Ws Aas... Advertis- ing manage, Don Hubick accepted the awards, on behalf of the advertising department, from Jo Shrlbr, OCNA president and Signal -Star vice-president. The Signal -Star placed first in the Class 3 general excellence category and also won two premier awards; second in class 3 for original artwork and third in class 3 for advertising program. The Star also received anhonorable mention for an in-house promotion. Exeter wants $8,000 to pay OMB costs The townnf Exeter wants Huron County to pay over .1000 for costs the town had to pay for an Onario Municipal Board (OMB). ' Though the county says no, Exeter won't give up. An open letter to Huron County council from the town was read by Exeter Reeve Bill Mickle at the Oct. 10 session of county council. Tl'e letter asks three main ques- tions - was{a proposal by Hay Township to subdivide tond for an industrial park ap- proved by County, council, who paid for the cost of the county planning department to research and rn4ke presentation in favor of Hay at an (IMB/hearing and could the town have a co of policies developed by the county planhindepartment for the purpose of cutting down on possible conflicts. Mickle slid Exeter is asking the ministry of municirtil affairs and housing to put a freeze on anY development in the Hay Township subdivision. To go heck in history, the reeve said several yetirs ago, the idea of industrial developm t in Hay was brought to the at- tention of a Exeter planning board. There was a late iscussion with town council and the industr 1 committee. Exeter's concerns were raised at this later mee ' g. The town ook the case to the OMB which ruled in i. favor, because proper pro- cedures ha r lot been taken. That procedure would have involved letting Exeter be in- formed. Exeter's r11 for the hearing is $8,131. It is that arnoun the town wants to be reim- bursed for f tm the county. The county has said no. O The conflict between Exeter and the coun- ty doesn't end there. The county maintains the proposal was ratified by council and has been on public record for about three years. "The council of Exeter in review of Huron County minutes of 1982, the year this pro- posal was introduced, cannot find any open or direct mention of the proposal, and therefore requests to know how such statements as ratified by county council and public record for almost three years are in- deed fact," states the letter signed by Mayor Bruce Shaw. Planning director Dr. Gary Davidson noted the individual department reports presented at county council have a qualify- ing statement. "It is recommended that all other matters contained in the minutes of the meeting be hereby confirmed by coun- cil". Davidson indicated that statement ratified the proposal, although it wasn't ac- tually brought before council. Mickle cried foul when the town, which through its municipal levy, helps to pay for the planning department went against it in an OMB meeting. The way Reeve Mickle said he sees it, Exeter pays twice. Davidson said conflict between two municipalities or a municipality and the county is not uncommon. "That's the nature of planning; it involves conflicts. But the county has never taken the position of funding member municipalities," he said. Davidson also said the town had been con- sulted properly noting the reeve has served on the planning committee. The director ad- ded that he could report the cost of prepar- ing for the OMB hearing at a later date. It was a 26 to 5 recorded vote which saw the Exeter request for $8,000 turned down. Exeter now awaits a letter from county council with its questions answered in print. Those in favor of Exeter's request are: Exeter Deputy Reeve Lossy Fuller, Bayfield Reeve Dave Johnston, Exeter Reeve Mickle, and Goderich Reeve Harry Worsell withtwo votes. . 1
