their families spent two nights in the governor's house of the Huron
Historic Gaol over the weekend while attending the ACO annual

legislation prevented the group from
coming up with a resolution about LACACs.
The dinner speaker, Howey Langan
showed slides and spoke on the $400 house,
characterized by its central door, two
windows on either side and dormer window
above the door.
On Saturday, a walking tour wastaken of
Goderich and on Sunday, a bus tour was
taken through Colborne ToOnship,
Benmiller, Auburn, Clinton, Harperhay,
Seaforth and Bayfield.
"We showed off the three towns with
designated heritage districts in Huron
County," says Wallace.
She says the annual meeting should be
held in the remaining 10 branches of ACO
before it returns to Goderich. The other
branches are located in Quinte, Hamilton -
Niagara, Port Hope, Brant County, Toronto,
London, Cambridge, North Waterloo and
Durham.
The ACO was incorporated in 1933 for the
preservation of the best examples of the
architecture of the province and for the
protection of its places of natural beauty.

More than 100 members of the
Architectural Conservancy of Ontario
(ACO) attended the society's annual
meeting held for the first time in The Livery
in Goderich over the weekend.
"The Livery was especially suitable for
the meeting and the weekend went very
well. We had beautiful weather and
everyone enjoyed themselves," says
Dorothy Wallace, one of the organizers of
the weekend.
Close to 25 members were billeted for the
weekend in heritage homes in Goderich.
Two members and their families spent the
weekend in the Huron Historic Gaol, which
was preserved as an historic building in
1974.
On Saturday morning, the topic discussed
was the Huron Tract extending from Guelph
to Goderich and from 10 miles north of
Goderich to Kettle Point.
In 1827, the Canada Company cut an initial
path of 12 feet in width from Guelph through
Wilmot Township, Perth and Huron
Counties for the 15,000 settlers who would
settle the million acre Huron Tract. In 1928,
the portion of the Huron Road from
Goderich to the western fringe of New
Hamburg was renamed Highway 8.
Also included in the morning session was
'panel comprised of Dr. Gary Davidson,
Huron County planner, " Don Pullen,
agriculture representative and Jane
Haalboom who examined divergencies in
architectural styles, land development and
approaches to conservation.
During the afternoon, members of the
Local Architectural Advisory Committees
from surrounding municipalities were
invited to discuss the problems of LACACs.
"The main complaint was that the Ontario
Heritage Legislation doesn't have much
starch in it," says Wallace.
As the law stands, I.ACACs can only
recommend to council which buildings
should be designated as heritage homes.
And, once council has proclaimed its
intention to designate a building, there is a
period of 280 days when the building cannot
be demolished.. After that period, the owner
.can demolish.the building tile wants to—

abuse is Goderich's best kept secret ad-
ding that the coroner was often the only
person to talk about it.
"There's an awful lot of denial of this
sort of thing. And, as long as it's denied,
there won't be much work towards solu-
tions," he said.
Since the majority of people drink, the
whole community should be concerned
with alcohol abuse, said Gerry Conroy, a
consultant with the Addiction Research
Foundation.
Though there are towns with much
higher levels of alcohol consumption than
Goderich, Goderich is being studied
because the average person from a small
town seems to suffer twice as many pro-
blems with alcohol as the average person
in the province.
From a study of 21 towns with a popula-
tion of between 5,000 and 15,000, the
average consumption per year for each
adult was 4.1 gallons of absolute alcohol
compared to 2.4 for the province.
By studying communities the size of
Goderich, the foundation may find ways to
lower that rate since it's easier to grasp
what forces are at work, what remedies
may be tried and whether they work or fail
in a small town, he said.
Time, money, availability of alcohol and
attitudes to drinking all contribute to the
level of consumption. "If you have the
spare time to drink and the money to
drink, you probably will," said Conroy.
In discussions about alcohol abuse.
there's a danger in focussing on one group
rather than acknowledging that preven-
tion is everyone's problem, said
Giesbrecht.
"It'S wrong to focus on teen drinkers
because if every single teen stopped drink-
ing, we'd still have accidents and pro-
blems. Where do kids learn to drink? It's
not from osmosis; they're learning from
us," he said.
Probation officer Diatle Ewer said her
first question when dealing with a case is
to ask if alcohol was involved when the of-
fence was committed. Eight out of 10
times, the answer is yes, she said.
"It's not that people always have drink-
ing problems. They're just not using
alcohol wisely," she said.
Part of Ewer's solution is to refer of-
fenders who were drinking to the Addiction
Research Foundation for counselling.
Since the beginning of October, the crown
attorney and the judge have been recom-
mending every impaired driving case be
referred to the foundation, she said.
Paula Pranovi, of the Addiction
Research Foundation said changes of at-
titude concerning alcohol will only happen
if the community becomes vocal and
decides that stopping alcohol abuse is a
priority.
"Changing attitudes is hard and it's not
going to happen as long as parents condone
gravel running because they once did it.
Adults are often role models and they have
to take personal responsibility for youth's
drinking," she said.
