The Beta Sigma Phi Sorority held its annual May Ball at the Candlelight Restaurant in
Goderich on Saturday, May 25. Midway through the evening, Cathi Hubick was crowned
Queen of the Ball by Marlene McDougall, last year's queen. Cathi was chosen by secret vote
at a meeting of the Ritual Chapter prior to the dinner -dance. She was presented with abou-

against women former

Pierre Trudeau told Huron County's
elementary school teachers.
Maude Barlow of Ottawa, the founding
president of the Canadian Coalition Against
Media Pornographywas the guest speaker
,at the joint meeting on May 22 of the Huron
Federated Women Teachers' Association of
Ontario and the Huron branch of the Ontario
Public School Teachers' Association.
She left the teachers shaken and quiet,
hardly able to believe what they had heard.
Outliningsome of the things that affect
children today, Ms. Barlow read some,let-
ters from children ranging from 13 to 17
years. These letters were entered in a con-
test to see the heavy, metal group Motley
Crue.
'One young girl, in not so delicate terms,
s aid she would go to bed with the ugliest and
fattest man in the world in order to see the
band. Other letters were as explicit, if not
more so.
"I don't think our age group is aware of
this," said Barlow.
1 .It was her suggestion that parents over 30
t think the bands of today are like the Beatles
. and Elvis Presley. They aren't that inno-
' cent, she said, some of the groups promote
1 sexual sadism.
Videos have far-reaching effects today

"They're teaching children to use
-violence as an alternative," she said.
Children, she said, have become desen-
sitized to violence. Barlow related an inci-
dent about her own two teenage sons. They
watchedthe television special Adam, based
on a true story about a young boy who went
;missing in the United States and ends up
'murdered,
"They have seen so much violence that to
them, it's just another story," said Barlow
explaining she was emotionally upset over
the film.
Besides the issue of pornography and
violence _ in society, Barlow discussed
women's equality and the interrelation
between the three.subjects.
"We have to find a way to end the violence
against women," she said.
Part of the method of stopping the
violence is making society aware of the pro-
'blem. She praised the efforts of the

She also pointed out that male and female
children are given a different set of values.
"Boys learn to be competitive and in-
dependent...Girls are still taught to be
dependent and expressive of their feelings,"
said Barlow.
She added. that expressing feelings is
good, but men have to learn to do the same.
Barlow is now acting as a consultant on
women's issues to schools, universities and
businesses.
She is also the hostess of "Point of View",
a television program on current issues. Now
only seen in Ottawa on the CTV affiliate, she
hopes the short will be aired this fall on,
other stations.
Auxiliary
elects new
executive
The general meeting of the Legion Ladies
Auxiliary to Branch 109 was held May 14
with 53 members present.
Two new members, Bev Million and Gwyn
McRae, were initiated and an application
for membership from Joyce Hamilton was
accepted.
President McClarty expressed the to

Dorothy Clements.
In the sports report, it was noted that the
Goderich team won the Invitation Bowling
Touroainent in April. Irene Sparks' teams
defeated 36 other teams to claim the trophy,
the first time it has remained in Goderich
since being donated by Evelyn Carroll. Vera
Chambers bowled the high single, 306, and
Leona Thom had high triple, 810.
Correspondence was read by Iris Samp-
son and $25 donations were approved for
Red Cross and Epilepsy Ontario
Midwestern Region.
Events were outlined for the Canada Day
Weekend and include a dance Saturday,
June 29 at the Legion, a friendship breakfast
the following morning and a levee Sunday
afternoon. The Diamond Jubilee Committee
will enter a float in the July 1 parade and the
committee's 50-50 draw will be made that
day with the winner receiving $1,500.
Tickets are available from Legion
members.
The annual church parade will be held
June 9 and members will attend service at
Victoria Street United Church.
The veterans annual fishing trip is plann-
ed for June 26.
Nominations and elections were held and
the new executive includes: president,
Laura McClarty; first vice, Marg Lightfoot;
second vice, Cheryl McLeod; third vice,
Audrey Sprung; recording secretary, Kay
McAstocker; correspondence secretary,
Iris Sampson; treasurer, Marie LeBlanc;
executive committee, Evelyn Carroll, Edna
Powell, Grace Mugford, Karen Draper,
Sharon Scruton, Marg Miller, Dorothy Dur-
nin and Ann Feagan; past president,
Scruton; Sgt. at arms, Dorothy Clement;

Chambers, Greta Vanstone and sports of-
ficer, Grace Mugford.
Agnes Hansen won the attendance draw

BY-LAW NUMBER 22
A by-law to regulate the use of wafer for gardening and other purposes In the Town of
Goderich, passed on October 9, 1980.
WHEREAS by virtue of the provisions contained In The Public Utilities Act, R.S.A.
1970, Chapter 390, Section 12, o municipal corporation may pass by -lows for
regulating, among other things, the time, manner, extent and nature of the supply by
the works, the building orparson to which and to whom water shall be furnished and
every other matter or thing related to or connected therewith in order to secure to
the inhabitants of the municipality a continued and abundant supply of pure and
wholesome water;
AND WHEREAS pursuant to Section 41, Sub -section 1 of the said Act, sphere a
commission has been established, all the powers, rights, authorities and privileges
that are by the Act conferred on a municipal corporation shall be exercised by the
commission;
AND WHEREAS it is deemed desirable to regulate the hours and conditions under
which water shall be supplied for the purpose of watering (awns and other areas
within the Town of Goderich and to provide for offences for contravention of such
regulations;
NOW THEREFORE The Public Utilities Commission of the Town of Goderich enacts as
follows:
1 (a) No person Poing the owner or tenant or occupant of property shall permit water
from the municipal water system to be used for the purposes of washing, watering or
irrigating any lawn, garden, landscaped area, asphalt area, concrete area, or any
other area of such property;
(b) No person having the apparent care and control of property shall permit water
from the municipal water system to be used for the purposes of washing, watering or
irrigating any lawn, garden, landscaped area, asphalt area, concrete area, or any
other area of such property;
(c) For the purposes of section 1(o), "owner" shall be deemed to include persons who
are shown as such on the then current assessment rolls for the Town of Goderich, or
persons who are registered owners of property as disclosed In the records of the Land
Registry Office.
2 This by-law shall be deemed not to prohibit the otherwise lawful use of wafer from
the- Trarntdpaf-wate: vstem during -*.-months f January to- May, both .inclusive, and
October to December both Inclusive in any calendar year. 1
3 During the months of June, July, August and September in any year, this by-law
shall be deemed not prohibit the otherwise lawful use of water from the municipal
-water systemas-fallowsa .._ _...._ ............... .
(a) Water may be used for all lawful purposes with respect to properties which lie
entirely to the east of an imaginary line drown from the intersection of the centre
line of North Street with the northerly boundary of the Town of Goderich; thence
___southerly alongihe._.centre_ ine_Q.f,Nerth.Street_toits intersection with Court House
Square; thence southerly along the southerly production of the centre line of North
Street of its intersection with the northerly point of the centre line of South Street;
thence southerly along the centre line of South Street to its intersection with the
southerly boundary of the Town of Goderich, but only during the hours of 6 p.m. to 9
p.m. local time Monday, Wednesday and Friday and 8 a.m. to 11 a.m. local time
Sunday in each week;
(b) Water may be used for all lawful purposes with respect to properties which lie
entirely to the west of the imaginary line described in section 3(a) but only during the
hours of 6 p.m. to 9 p.m. local time Tuesday, Thursday and Saturday and 8 a.m. to 11
a.m. local time Sunday in each week.
4 Notwithstanding Section 1 the commission, or its authorized officer, may by special
permit, permit the use of water from the municipal water system for all otherwise
lawful purposes on such terms and conditions as the Commission or its authorized
officer deems ' advisable. Each of the Chairman, Vice -Chairman, Manager and
Secretary of the Commission is deemed to be an authorized officer within the
meaning of this by-law. Special permits will be In a form similar to that in attached
Schedule "A" which forms a part of this by-law.
5 Notwithstanding Sections 2, 3 and 4 of this by-law, in the event of a fire to which the
Town of Goderich Fire Department is called, no person being the owner, tenant, or
occupant, or having the apparent care and confrol of property, upon notification shall
permit water from the municipal wafer system to be used for the purposes of washing,
watering or irrigating any lawn, garden. landscaped area, asphalt area, concrete
area, or any other area of such property.
6 This by-law shall be deerned not to apply to The Menccipal Corporation of the Town
of Goderich.
7 Anyone who contravenes this by-law is guilty of an offence and is liable on
conviction to a fine of not more than 300 dollars.
8 By -low No. 19 of The Public Utilities Commission of the Town of Goderich passed on
the 13th day of June, 1978 is hereby repealed save with respect to proceedings whichh
have been commenced under By-law No. 19 prior<to this date of final passage of this
by-law.
9 This by-law may be referred to as The Watering Control 8y -law". •
10 This by-law shall take effect from and after the date of Its final passage.
