The Goderich Signal-Star, 1985-05-01, Page 17Should alcohol be sold
in morecorner stores
All policies regarding the use of alcohol
are decided upon by politicians. Their
deliberations are not made m a calm at-
mosphere but rather in reaction to the
appeals of various pressure groups.
While deliberating, the politicians are
beset by many group lobbying to get
their points of view enshrined in legisla-
tion. An example of this lobbying is tak-
ing place at present -with respect to beer
and wine sales in convenience stores.
Ever since the beer lock -out, the cry
has gone out for a less restrictive form of
distributing this drug. Some tavern
operators -have been hurt by not having
enough beer to sell, causing loss of
revenue. Heavy beer drinkers have been
caused a hardship by °not having a
regular supply of the drug in their
favourite form. Liberal politicians have
joined these two pressure groups ad-
vocating public availability to alcohol in
corner stores, an option which could
hardly be in the interests of tavern
owners.
The advocates for such a change also
include some TV and newspaper
editorialists. Strangely, the people and
companies who stand to gain (or lose)
the most by this decision have not been
strong public actors in this debate. When
will the breweries, wineries and corner
store operators make their position
public?
Perhaps, unlike the other vocal groups
clamoring for change, these diverse
bodies actually require some time to
decide whether this is a good or bad idea
for both themselves and society. This is a

ALCOHOL
AND YOU
UU
eo Alex issue that requires all of us to
think about the consequences of selling
alcohol in ''more outlets, and to draw up
lists of benefits and losses.
From world-wide studies of the effects
of making alcohol more available to peo-
ple in any community, province or coun-
try, one conclusion has been drawn: as
alcohol becomes more available, the
populace as a whole drinks more alcohol.
The corollary is that as the rate of drink-
ing rises, so does the rate of problems
caused by alcohol consumption.
Self-interest groups such as the heavy
drinkers can be excused for an apparent
lack of interest in the health and well-
being of society. Tavern owners would
not be expected to advocate this
measure, however, since ,it will reduce
their sales. A cynic can excuse politi-
cians for whatever they say during an
election. But, for the sake of the public's
health, let us hope that the wineries and
breweries heed the words of Frank Kenel
of the American Automobile Association
when he addressed brewers and
with these words: "... Like it or not, auto
safety has cost jobs. I have no quarrel
with it; I favour what has happened in
terms of the life-saving benefits. I think
other industries will have to do the same
thing."
