All of the privately operated provincial parks are being retendered this year because of either unsatisfactory perfor- mance or contractors have found the business unprofitable. Each are tendered for five year leases. - The ministry says no park employees will lose their jobs because of the move but will be shifted to other government positions. One superintendent from each of the two parks will be affected. Hydro Assessment faiis. to identify desired route The Ontario Federation ' of Agriculture (OFA) appeared before the Consolidated Hearings Board in Ottawa today, and presented its critique of Ontario Hydro's Environmental Assessment (EA) docu- ment. It is "adequate, with a few noted ex- ceptions," according to OFA's manager of Environmental Affairs Dale Ferns. The EA document looks at Hydro's overall approach to building transmission lines, from the need for them to the ultimate effect of the lines on the land. "The document fails to clearly identify the exact route desired, the impacts ex- pected and the measures to be taken to minimize unnecessary damage," the OFA said in its presentation. One approach the OFA recommends for making the assessment of the impact of hydro lines easier is to include aerial mosaics of the rights-of-way being sought, along with identifying significant en- vironmental conditions associated with the line, like agriculture, special uses and heritage resources: "One of the biggest oversights of the docu- ment, Ferns said, "is that it does not discuss the ownership of land which has been designated `agricultural'. Our concern is that land owned by non-farm interests may get a higher overall agricultural ranking than slightly poorer land farmed by the owner." He gave an example of land owned by a speculator waiting for development. "It shouldn't get the benefit of a high agricultural ranking when that rank pro- tects the property from consideration as part• of a utility corridor. This simply transfers the impact to agricultural in- terest,' Ferns said. The EA document did not discuss the creation of unnecessary farm severances or the disposal of surplus rights-of-way proper- ty: two matters; the OFA said must be dealt with. He also recommended that Hydro's pro posed route through Goulbourne Township be modified slightly , to minimize the negative effects on farming in the area. NEWBO$ I"N W .
