The Goderich Signal-Star, 1983-10-12, Page 16P40, j6 .. DE SIGNAL STAR, WEDNESDAY, OCTOBEBM,1983
Jocelyn Shrier, vice-president of Signal -Star Publishing Limited visited West Germany
recently with five Canadian community journalists who were invited by the Department of
National Defence to view the fall exercises of Canadian Forces Europe. She is seen here at
the entry gate of the Canadian Caserne in Lahr chatting with Cpl. Richard Cameron,
formerly of Staffa. Mrs. Shrier was impressed by the competence and morale of the Cana-
dian soldiers. "They take their jobs very seriously and are proud of their participation in
NATO", she commented.
Lockage fees should be removed
The Canadian Chamber of Commerce has
joined the list of businesses and
municipalities calling for the removal of
lockage fees on the Welland Canal.
The national business body approved a
presentation by Al Visser from the St.
Catharines Chamber saying the fees must
be removed immediately and not replaced
until there is proof the Canal is reaching its
operating capacity.
The lockage fees .were introduced in 1982
and doubled for the present shipping season.
Transport Canada said the fees were to
lengthen the life of the Welland Canal by
discouraging smaller vessels, however
passages through the Canal have declined
.ubstantially in recent years.

Lockage Fees are $2,000 for a one way
passage through the Canal, in addition to all
other existing charges. Smaller ships suffer
because the extra cost for them on a cargo
tonnage basis, is up to five times the cost per
tonne increase for full sized lakers.
Fleets with smaller vessels maintain that
the great majority of ports around the Great
Lakes rely on the smaller vessels for shipp-
ing or receiving cargoes. Few Great Lakes
ports can accommodate large carriers.
Objections to the fees have been
registered by many communities including
Toronto, Oshawa, Sault Ste. Marie, Thunder
Bay, Collingwood, Goderich, Owen Sound,
Wallaceburg and municipalities in the
Region of Niagara amongst others.

NaRleader Ed
13roaciber4 to
visit counties
Responding to an invitation of the Bruce -
Grey NDP, Ed Broadbent, federal leader of
the NDP, will be visiting the counties of
Bruce, Grey and Huron on Nov. 9.
"We want Ed to meet as many people as
possible representative of our rural riding,
so he can hear their concerns and tell them
what the NDP can do about some of the pro-
blems we are facing in rural Ontario," says
Bruce -Grey president Michael Lohse.
Tentative plans for Broadbent's visit in-
clude his appearance on the CKNX open line
show, tours of local factories and a lunch
meeting with representatives of the farming
community and small business.
A dinner is to follow at the Hanover col-
iseum in the evening Nov. 9 and advance
ticket sales have already started.
