The anxiously awaited
Ontario Beginning Farmer
Assistance Program has
been announced by Dennis
Timbrell, the Minister for
Agriculture and Food.
Under this program the
Ontario Ministry of
Agriculture and Food will
rebate interest charges for
five years on approved loans
in excess of eight per cent, to
a maximum rebate of five
percentage points.
Individuals may receive
rebates on loans of up to
$350,000.
The effective date of the
program is May 10, 1983, the
day former Treasurer Frank
Miller presented the Budget.
Conditions of Eligibility
are:
A farmer must be eligible
for a loan from an approved
lending institution.
1) Beginning Farmers -
Beginning farmers are those
who have never owned a
viable farm, or have never
spent a majority of their
time or earned a majority of
their income from farming
assets over which they have
had control.
2) Bona Fide Farmer
Status - BFAP applicants
must be willing to earn the
majority of their income and
spend the majority of their
time farming assets they
control.
3) Loans Eligibe for
Rebate - Rebates apply only
to eligible loans used to
establish viable farms in
Ontario. Rebates apply to
the portions of loans used to
purchase land, fixed im-
provements, breeding stock,
quota and machinery, or to
make permanent farm
improvements in Ontario.
Improvements - will -include
barns, erosion control, tile
drainage etc.
4) Individual Loans -
Enrolment must be in the
name of the borrower or
spouse or both. Borrowers
and children under 18 are
considered one entity.
51 Rebates on Joint Loans -
Only individuals may apply
under BFAP. In the case of
registered partnerships, co-
operatives and farm cor-
porations, applications must
be made by qualified in-
dividuals. However, in-
dividuals may designate a
corporate entity to receive
the rebate.

competence as farm
managers.
Financial institutions
participating in BFAP. in-
clude the Farm Credit
Corporation, banks and
credit unions.
The loans will be subject to
the terms and conditions set
by these lenders. Loans with
the FCC will be at the
current FCC rate. Loans
made through other in-
stitutions must be made at a
fixed rate of interest for five
years.
BFAP participants pay
their loan and interest-in-
stalhnents to the lender,
according to the lender's
policies and procedures.
Rebates are paid directly to
borrowers by the Farm
Assistance Programs
Branch.
An Appeal Body, the
Beginning Farmer
Assistance Program Review
Committee, is to be
established in the event of
disputes that may arise as to
_eligibility.
Applications to enrol in
BFAP should be made with
the lender when application
is made for a loan.
The fact that an applicant
meets the general program
eligibility criteria imposes
no obligation on the lending
institution to approve a loan.
BFAP loans are not
guaranteed by the Province
of Ontario.
I am pleased that the
Beginning Farmer
Assistance Program has
been announced even though
it took the goverrunent two
years with constant prodding
from the Opposition Mem-
bers to bring it forth.
Although it is a reasonable
program, I do have reser-
vations about certain
aspects of the program.
Firstly, it would have been
farmore meaningful and in
my view essential, had the
Minister made the program
retroactive to the last five

the greatest amount of

will be ineligible for
assistance.
Secondly, the Royal Bank
and the Bank of Nova Scotia
is not included in the
program.
Thirdly, I have reser-
vations too, about the
established net worth
limitation of this program.
Saskatchewan, which has a
similar program, has a net
worth limitation of $200,000.
Farmers are eligible for the
five per cent rebate up to a
net worth amount of $200,000.
The net worth limitation
established in Ontario is only
$100,000.
Peterson's Views
In a recent ' statement,
Liberal Leader David
Peterson welcomed the fact
that the government at
Queen's Park had finally
taken action to help begin-
ning farmers in Ontario. He
commented: "Its tardiness
in introducing the Young
Farmers Financial Aid
Program, first promised in
the Throne Speech of 1981, is
a commentary on the
government's casual at-
titude ' to the state of
agriculture in our province.
"Nowhere in Canada does
agriculture receive such a
low percentage of a
provincial budget as in
Ontario. This hos resulted in
farmers having a par-
ticularly difficult time
coping with the damaging
impact of the recent
recession. And while the
entire farm community has
been struggling to survive,
others have had little en-
couragement to enter
agriculture. Indeed, the
farmers who have been in
the most serious financial
difficulty in recent years
have been young and star-
ting farmers.
"The fact is every other
province in Canada has a
better long-term
agricultural program for
beginning farmers. It is,
therefore, inexcusable that
the government has taken so
long to act and has refused to
make the program
retroactive.
"Once again, the gover-
nment has demonstrated
that the agricultural sector
of our economy is a matter of
low priority. We need only
look to the last provincial
budget, which offered far-
mers $35 million less than a
year ago. Agricultural
budgetary expenditures this
year are 1.09 per cent of total
budgetary spending, the
same level as two years ; :;o.
"It is not a question of
whether there are sufficient
funds to finance ambitions
agricultural programs. The
money is there. The
government, in fact, hopes to
collect $533 million this year
from tobacco tax alone. Yet
it is spending only $295
million on the entire
agricultural industry. It is,
therefore, a matter of
misplaced priorities.
"What is needed is a
commitment to the
revitalization of agriculture
as a vital sector of the
provincial economy. We
need a long-term
agricultural strategy which
will free our farmers from
the year-to-year uncertainty
which now prevails. The
present economic difficulties
faced by farmers is directly
related to the lack of
'direction and commitment of
the industry."
David Peterson stressed:
"Just as my Party promoted
the creation of a beginning
farmer§ assistance
program, my colleagues and
I will continue to press for
actions designed to cut farm
bankruptcies, preserve
agricultural land from
further ur .:n encroachment
and reduce the province's
dependence on imported
foodstuffs.
"We propose:
+ Interst rate relief. Our
farm adjustment assistance
program guidelines relaxed
to allow producers with less
than 10 per cent equity to
apply. Subsidized interest
rates under OFAAP from 12
per cent down to eight per
cent.
+ Capital cost assistance.
Establish a capital grants
program to provide up to
$10,000 per farmer to im-
prove production facilities.
+ Tile drainage. Provide
$50 million per year in loans
at eight per cent rather than
present 10 per cent interest
for tile drainages. Program
should cover 75 per cent of
work rather than present 65
per cent.
+ Preservation of far-
mlands. Draft a farmers'
Bill of Rights to protect
farming from intrusion by
non-farm interests such as
those which have caused a
million -acre reduction in
farmland in the last ten
years.
