The well known saying, attributed to a Frenchman, that
God created the World but the Dutch made Holland, perhaps
suggests that the Supreme Being would have had the sense to
leave this spongy porridge swamp, this homeland of galoshes
• (as the poet P.H. de Genestet called it) severely alone. But
the Dutch settled and persevered. Until this generation they
knew as individuals what itmeant to dig with a spade, what
the power of water was, and how difficult and dirty any sort
of reclamation work could be. Nothing in Holland has come
