The grant will allow the town to hire unemployed people who are presently on somal assistance or people who have exhausted their ,unemployment insurance benefits, The projects which lave been approved will to implemented in Phase 1 of the. and; total expenditures, will amount to $38,324, Since the COEP grant totals, $29,500, the town,must,provide the rest of . the funds. Clerk Larry McCabe saysosome of the money will be obtained from various other grants which are avaiable. The COEP grant is in conjunction with the federal government's New Employment and Expansion.. Development ,Program (NEED) which is given to .municipalities for enhancing and municipal. properties and recreational facilities. The Goderich Library and the Arena are two of the buildings which will benefit from the program, General maintenance work will be performed on the library, while the Arena will receive a fresh coat of paint. M well as instituting Phase 1 of the program, the. town has applied for an $81,276, Phase 2, to be ap- proved. ' Ugandans live... • from page 1 Besides being corrupt, Borgal says the government is also being deceptive. He explains, "I visited a refugee camp in the southern part of the country. The government won't admit that there are any problems with the camp. But I saw evidence of starvation.” Although Ugandans are faciri many obstacles, starvation is not one of the wide spread problems. "There is food at every market place," Borgal ex- plains. He adds, "although very few people are employed, most have a small house and farm and therefore they have food." Borgal feels that in order for thesituation in Uganda to improve, the , government must change. "I'm sorry to say this, but what they need is a good strong dictator who isn't corrupt," he. explains. In the meantime, Ugandans continue to live in an extremely unpleasant atmosphere. But Borgal says most Ugandans seem to cope quite well. He explains, "the thing that seems to keep them going is their incredible sense of humor. They sit and laugh about the close calls, and when the close calls are too close, they bury their dead."
