The house will soon be used as a shelter for battered wives (photo by T,Marr) Battered wives will now have shelter to go to By T.Marr If a person punches another person in the face and bruises result, it• is considered a criminal of- fence. termed, common assault. If the punch produces cuts or results in teeth being knocked out, the offence is considered, assault causing bodily harm. Within the last year, the Goderich Police Department laid several charges of common assault and three of the people charged had two things in common. Not only had each person hit someone, but the person they had struck, was their wife. Although there were only three such cases in Goderich during the last year, a group called the Huron County Family Crisis Committee has been given permission by ,Goderich •Town Council, to run a shelter for battered wives. Spokesperson for the group, Ervine Stienman of Zurich, says the idea was a result of a survey. "We did a survey of each OPP station and each hospital in the county and also Family and Children's Services;" Stienman explains. He adds, "we also included in the survey the question,., would you use such a facility • if it were available? Each place surveyed said yes we would use the facility." The shelter, which will be located at 101 West Street 'in' Goderich, will be run by the Huron County Family Crisis Committee and funded by the Mennonite Central Committee. Stienman says, "the funding will come from our constituency, which is comprised of a group, of people from the Dungannon and' Zurich Mennonites churches, and we will also be soliciting donations from the community from such organizations as women's .rrous groups." in the future the group may ask various organizations for donations, Stienman emphasizes that the donations may not be in the form of money. He says, "we will be paying the cost of buying the house and at the same time we will be looking for donations of furniture and appliances." To further cut costs and therefore see the, shelter succeed, Stienman says, "all of the people who will be working in the shelter will be volunteers. Our hope is • to have a host and hostess couple who will be able to handle the calls and two part-time .people who will work in the home and also work with Family and Children's Services." Besides working with Family and Children's Services the empoyees of the shelter would also be working with the Ministry of Community . and Soeial Services Both agencies are encouraged by the prospect of such a shelter being run in the county. • John ]VlacK3nnon, Administrator of Social Services says, "if such a place as this opens there may be more people leaving an undesirable climate. He adds, "maybe some of the victims are afraid to leave for various reasons and so they are stuck there in an unlivable situation. Maybe a place such as this will relieve some of those situations." Although Social Services has dealt with only three battered wives in the last year, MacKinnon says, "maybe this is only because there hasn't been a place for c. the women tq go." In the past, when . the agency dealt with a battered wife MacKinnon says, ' "we would place her in a hotel for a day or so and if they did not wish to •return home, we would find them a place in a boarding home." "Sometimes the ' Huron County Housing Authority would take someone, if they had a vacancy." MacKinnon adds. Now with the opening of the shelter MacKinnon says, "our involvement would be, if the woman didn't have any money we would have to enter into an agreement with her, which is approved by the Ministry of Community and Social Services." Besides ' needing assistance from Social. Services some of the women who will be coming to the shelter will be bringing their children \and therefore, will need help from Family and Children's Services. The director of the agency, James Cargin says that his agency, "dealt with 25-30 women in the past year who needed some support because they were leaving their home." Cargin explains that, "the women's reason for leaving is not always due to physical abuse but may be a result of emotional abuse or alcohol problems." He emphasizes that no matter what the reason is, "these 25-30 are only the ones we are aware of. Thereare also many, many more that we don't know about." Explaining the role his agency plays Cargin says,"we are concerned with the care and protection of children under the age of 16. In a situation such as this we • assess the needs of, and the danger to, the child and sometimes help the mother out with temporary assistance in order to allow her and 'her children to stay somewhere for a day or two." • ('argin points out that, "ultimately we can• not provide ongoing support to keep her in a place such as a hotel or. motel and I think that is the value• of a shelter." Cargin also sees another advantage in operating a shelter. He says, "time is often an important factor in making 'a decision which is best in the long run." He realizes that a woman who goes to the shelter 'will be able to take her time in .making a decision, "rather than making a decision in the heat of the moment." Cargin explains that his agency will be working with the batteredwives and their families, "on a referral basis. We would be prepared to offer whatever assistance was requested but we would not force our involvement," he adds. • If all goes according to plan the shelter will open in the first part of the new year and although its purpose is to provide assistance to bat- tered wives, Stienman says, "we will 'also take other • neonle who are in crisis."
