CIESLAR, MOH HURON COUNTY All infants born on or after November 1, 1982 will be REQUIRED BY LAW to be properly restrained while a passenger in a motor , vehicle, In 1981, 20 children aged 0 to four years and 34 children aged 5 to 15 years were killed in motor vehicle accidents. During that same year, 1,595 children aged 0 to 4 years and 4,825 children aged 5 to 15 years recieved injuries in motor vehicle accidents. These statistics seem to clearly support the need for the new legislation regar- ding the confinement of children while riding in a motor vehicle. The following information may serve to clarify any of your questions regarding the new law. A new regulation under the Highway Traffic Act describes the way to comply with the law for children in three weight categories. Definitions and Requirements INFANTS from birth weight to nine kg. (20 pounds) must travel rear - Floats needed for parade The Goderich Recreation Department announced that plans are firming up for the November 27 Santa Claus Parade. The Santa Claus Parade, which will form up at the corner of Elgin Avenue and South Street at 1 p.m., will feature five distinct categories. Recreation director Jane Netzke said three prizes will be awarded to entries in the commercial, non- commercial, youth, school and individual categories. 'Any business, industry, club, service group, or individual is invited to submit an entry in the annual Santa Claus Parade which Will accentuate the theme "The true meaning of Christmas." Entry forms for the parade appear in the Signal- Star and Netzke asks that entrants notify the recreation department by November 19. Following his ceremonial ride around, the Square, Santa and Mrs. Claus will hold court in the Park Theatre: All children are invited to meet Santa and receive freetreats. Hemophilia Society to raise funds or write•to Box 2222, Station A, Hamilton. The Canadian Hemphilia Society is launching a fund- raising drive during the month of November and the local chapter of the society will be actively There are four hemophiliacs in Goderich and local organizer Lynn Meyers said the society chapter in this area will be sending. out appeals durine the month soliciting support to help find a cure. Meyers said that Canada is one of the leading countries in ' home care for hemophiliacs. A pre -testing pilot project,. initiatedby Dr. Inwood . at St. Josephs Hospital, London. . uses computers as a medical aid and data bank. The society hopes the use of computers and data banks can be spread across the country with public support. Dr. Inwood` has made great strides with his research project and the society hopes that public support will aid his efforts. Dancers enjoy evening The Happy Heart Dancers enjoyed an evening of dancing on Friday night in the Clinton Public School. GODERICH S24 9972 facing in a child restraint seat that conforms with the requirements of Standard 213.1 under the Motor Vehicle Safety Act ( Canada). This may be a portable infant carrier or a convertible seat which will serve infants and toddlers. TODDLERS from nine -18 kg. (20.40 pounds) must travel in a child restraint seat conforming to the requirements of the Children's Car Seats and Harnesses Regulations. This can be the convertible type of seat used by infants too, or a child seat made just for toddlers. When a toddler travels in a vehicle, other than his parent's or guar- dian's, a lap belt may be used. PRESCHOOLERS from 18-23 kg. (40-50 pounds) have outgrown the safety,seat and must use the lap belt portion of the seat belt assembly, worn securely fitted, low on the hips. When children reach 23 kg. they use the full seat belt assembly as provid- ed in the seating position be- ing occupied. What The Law Requires 1. EFFECTIVE NOVEMBER 1, 1982 all infants born on or after this date must be properly restrained in a seat ap- propriate for infants. As they groily into the toddler stage, they must continue to be appropriately restrained. All pre-schoolers, regardless of birthdate must be secured with a lap belt. 2. EFFECTIVE NOVEMBER 1, 1983 the law will be extended so that all infants, toddlers, and preschoolers must be ap- propriately and correctly restrained. The Highway Traffic A t places responsibility for "buckling up" • all passengers from birth to 16 years of,oge on the driver of a motor vehicle. Exemptions The driver of a taxicab, bus or public vehicle while transporting a passenger for hire, and the driver of , a motor vehicle that is leased on a short-term basis or registered in another jurisdiction are exempt from the requirements of the Act in respect of a passenger who is an infant or toddler. F°ro n_1V_ow Until What The Law Says About The Use Of Car Seats All child safety seats must be secured to the vehicle by the seat belt assembly in the manner recommended by the manufacturer. All harnesses, straps and buckles designed to secure the child in the restraint system should be properly adjusted and securely fastened. If ,anchorage straps and devices are recommended by the manufacturer they must be used wherever practicable. Advice To Shoppers All children's car seats sold in Canada must meet Federal Government standards. Several types are available and children's needs change as they grow, so parents and guardians should shop carefully for a seat they find easy to use, correctly and that fits their particular vehicle (s). Care must be taken to always comply with the car seat Manufacturer's instructions for installation and use, Remember too that the back seat is always the safest place for the child to travel, away from the hazards of the -windshield, dashboard and steering wheel. It is not safe for a child to travel in the cargo area of a station wagon or van, or on someone's lap. In a sudden stop or swerve no one can hold onto a child who could go flying into the vehicle interior, other people or out onto the roadway.
