Township meeting
Approximately 25 people
attended the Astlfield
Ratepayers' meeting on
Wednesday, October 20 to
hear the present council de-
fend its record and to meet
the candidates in this year's
municipal election.
Reeve Warren Zinn, who is
retiring, will be replaced by
the former deputy -reeve
John Austin who was ac-
claimed to the position.
Allan Gibson will run for
deputy -reeve following a 10 -
year stint on council. He will
be challenged by Clete
Dalton who is presently the
president of the township's
federation of agriculture.
Dalton did not attend the
meeting.
Gibson said he felt that
after 10 years on council, "it
was time to move
someplace". He said he had
just completed a term as
chairman of the Lucknow
and District Fire Board.
Grant Farrish and Grant
Curran are incumbent
members of the council who
will seek another term. Bill
Andrew and Elmer Draper
are also running for the
three seats on the council.
Marian Zinn has decided
to step down from her posi-
tion as trustee on the Huron
County Board of Education
representing Ashfield and
West Wawanosh Townships.
Three people are 'seeking
the position of trustee.
Patricia Haskell of Ashfield
said she is the mother of two
teenage children, one of
whom is attending the
special education program
in the county. Mrs. Haskell
sits on the board's advisory
committee for Bill 82, the
province's controversial
special education legisla-
tion.
Mai'y'belle Cranston of
West Wawanosh Township
has served on township coun-
cil for eight years and is a
ute-tong resident of me
township. Mrs. Cranston
said she declined to sit on the
Cream Producers Associa-
tion because she wants to
keep her free time available
to serve on the school board.
Tony McQuail of West
Wawanosh is currently
president of the Huron Coun-
ty Federation of Agriculture.
A farmer with a young fami-
ly, McQuail said. he is con-
cerned about the future of
the school system and the
quality of education it pro-
vides. He said the education
system must help our
children to develop skills and
abilities to be good workers
and citizens:
He went on to comment
that as a ratepayer he is con-
cerned that the cost of
education cannot escalate
unchecked.
"The Board of Education
has an important respon-
sibility to see that quality
education is provided at an
affordable price."
Education costs make up
hall the municipal tax load,
said McQuail. The Huron
County Board will have to
show leadership to keep
costs in line.
Eugene Frayne, presently
vice-chairman of the Huron
County Board of Education,
has been reappointed to fill
the position as represen-
tative of the separate
ratepayers whose children
attend the county's high
schools.
Frayne said the effects of
the province's Bill 82 on the
school system will be
"phenomenal". Teachers
are apprehensive and ner-
vous about situations with
physically handicapped
children in the classroom, he
noted.
Frayne also said the
changes in the school system .
.are rapid. The computer is a
big change which will be in -

The future of education is
going to be more challenging
than ever in the past. Frayne
said the decisions the board
must make in the next three-
year term will not be
popular. Education will not
get cheaper as enrollment
declines, he added.
The board will be making
decisions to cut courses,
close schools and lay off peo-
ple. Things are not going to
improve to where things will
be nice and there won't be
tough decisions, he said.
Frayne has acted as chair-
man of the evaluation com-
mittee studying the
technical program in the
county's high schools
his recent term on the
He said the equipr{i
ed in the tech programs in
the high schools in the coun-
ty is outdated and unrelated
to the job market.
He said the committee
surveyed what can be done
to provide basic knowledge
of skills that students will re-
quire for the job market.
The biggest
misunderstanding concern-
ing the tech programs is that
employers think the
graduate should know the
skills when they finish high
school.
All these children know is
that they have the skills to
learn, said Frayne. It is not
the job of the school board to
train an auto mechanic, he
explained. It is only the
board's job to give the stu-
dent a taste of the type of
work an auto mechanic does
to enable the student to
decide if that is what -he
wants as his life's work.
High school students must go
on to community colleges,
