Provincial parks create competition

Th# Ministry of Natural itesources isn't taking a
strong enough stand on the loss of' -habitat in the
lingbarn district according to members of the
pubhc.
Such comments were received at three open houses
where the "Miniatry explained its draft stratea for
Pie neitt 20 years. The open -bower me -held In
Wingharn on Aug. 20, Stratford on Aug. 24 and
Goderich on Aug: 26.
Objections were raised from a few private cam-
pground ownerscomplaining of competition frau the
provincial parks system. They maintained it is unfair
that their provincial tax dollars go towards cempeti-

. sports fishermen. Each side maintains the other is

draft strategy, taking into consideration the public
comments, will possibly be fhialized by the end of the

There were 31 people in attendance at Wingham, 17
in Stratford and 34 in Goderich, Wingham district en-
compasses both Perth and Huron counties, the
toWnships af Huron, Kinloss, Culross and Carrick in
Bruce , County and Minto Township in Wellington
County. .
The ,thft strategy covers program policies and
strategies In the areas of forest removes, mineral
aggregate resources, non -aggregate mineral and
kill fuel resources, fisherlea, wlldllfe, mvincial
parks, general recreationand land administion.

year strategy.
FOREST RESOURCES
The p - • • • o - • target for the Wbudiarn distinct is 4,1
million ;lc feet of saleable wood per year by the
year 2020. Ministry data shows the current actual on
saleable wood to be about 3.38 million cubic feet This
data als0 Indicates a potential Of 7.10 million cubic
feet of sellable wood per year.
To achieve the goal and maintain the acres of
woodland, the ministry will encourage' increased
planting and woodlot management. Marvin Smith, a
forest technician with the nunistry, said private Ian
downers will be encouraged to plant trees on idle, un-
workable farmland and manage woodlots.
MUniiipalities through county bylaws will be en-
couraged to strengthen and enforce these under the
Trees Act.
Huron. County owns 1,400 acres of forest land which
the ministry manages for it. Also in Huron, the
,Ausable-Bayfield Conservation Authority, has 2,500
acres of forest land in agreement with the ministry.
Perth Celertihas no forest land of its own, but within
Its bOUnCiatiM the U ,,r Thames conservation
Authority has about 0,1 1.1 acres of forest land under
agreement with the ministry.
Mr. Smith said about 100,000 acres in the Wingham
district could be reforested without interfering with
crop lands. At 1,000 acres a year, it would take 100
years to complete the reforesting.

Smith said ink.the long term. a crop of trees has a bet-
ter fhtancial return than a current crop of corn. The
only problem b waiting around for 00 or so years until
the crop Is mature enough to larval.
Other benefits include decreased ,soil erosion and
increased energy savings by sheltering farm
buildings from the hot sun, winds and snow.
Each year the ministry plants trees for farmers on
plots of land five acres or more. Mr. Smith said they
are already booked up for the planting season next
year.
With a goal of producing 148 million tons of ag
gregates (sand, gravel and stone) from 1982 to the
year 2000, the ministry is now working on surveys in
the district..
The ministry is working on encouraging companies
, producing aggregates to return theused land to its
original state.
There is no specific goal ih the area of non -
aggregates and fossil fuel resources. The district's
draft policy is to encourage the most exploitation of

departments has reduced

A salary of $30,000 had been
allowed for in development's
1982 budget.
A report prepared by the
planning department shows
the work formerly done by
development has been ab-
sorbed by planning. Corn
plete integration of all Office
work will be done when coun-
cil reviews. the situation
after a trial period.
The decision to integrate
the two departments was
made earlier this year after
county council was left with
the task of filling the position
of development officer. The
former 'development officer,
Spence Cummings, resigned
last fall . to take a position
elsewhere.
The other full -tune posi-
tion for the development
department, a secretarial
post, had been absorbed by
planning and reduced .• to
part-time.

thy, federal Minister of
Employment and Immigra-
tion, announced recently.
The workers will
rehabilitate the Tricks and
