"I believe the- time bas come for across-the-board wage and price controls. No single sector can be singled out to bear the sacrifice we must all undertake. Equity demands that wage controls be implemented across all sectors, -and these must be coupled with, corresponding price controls. "No one can guarantee that a wage and price control program, of whatever shape or form, vvfll be entirely equitable or- fair. Never- theless, evertheless, we must ensure that those at the lower end of the income scale db not bear .a disproportionate burden...the elderly, single family supporters, who must devote a far greater share of their income to the necessities of . food and shelter. I propose that a wage control program be ad- ministered according to a sliding scale, whereby those at the lower income range are allowed a larger percen- tage increase in wager than those at the higher income level • "I would not...want to delude anyone into thinking that a wage and price con - trots program is the panacea for our economic woes. It is a step, an. important -step, yet: - it can only serve as one part of a total economic recovery package. Wage and price controls can restore con- sumer and, business con- fidence in the short-term by providing a' climate of op- timism, by breaking the in- flationary spiral and protec.. ting jobs here in Ontario for our citizens. Indeed, these . achievements by themselves would be a significant factor in the recovery from the cur- rent urrent recession. "Our last experience with wage 'and price) controls in this country has taught us a vital lesson: we. must • use this period to lay the ground- work for fundamental changes in our economic, structures. Our major em- phasis must be in the field of employment. - employment. must make our in- dustries internationally competitive again.. Over the last few years, we have been losing ground to foreign competitors, both in terms of our export market and our domestic market...We must. encourage investment in the new technologies and assist in the revitalization of the old. You are all aware that our country has a pitiable record in terms of its invest- ment in research and development. The provincial government can change our performance in this regard through' investment incen- tives and co-operative ven- tures. "We must tackle the pro- blem of the shortage of skill- ed manpower, and the misallocation of human resources. UNICEF Ontario needs volunteers to call schools prior to Hallowe'en; toassist 'schools • to count, -roll --and bank the money collected by over 400,000 participating Ontario school children on Hallowe'en night; to visit schools and groups to show UNICEF films and to speak about the work of UNICEF. Volunteers are needed to sell Christmas and year- round greeting ' cards at shopping malls, individual retail stores and at home; to call corporations to en- courage the purchase of Christmas cards; to develop more sales outlets for greeting cards, stationery and gifts. UNICEF Ontario also needs volunteers to help Pro- mote UNICEF's work. Pro- motion can include helping to organize special events and fundraising activities, encouraging local media to support your efforts - and do- ing all sorts of fun things to increase your local com- munity's awareness of UNICEF's vital work for the world's neediest children. Local committees throughout the ,province need help, and volunteers. are needed to form local committeeswhere none ex- ist! These committees are responsible for carrying on UNICEF's fundraising and public awareness programs in the community. - Volunteers can devote as much time as they have available, and there is a jab to suit any interested per- son! During 1981, UNICEF On- tario volunteers raised a record amount of funds in support of UNICEF's pro- jects overseas. Through their efforts great strides have been made in improv- ing life expectancy, reducing infant mortality and increas- ing the educational and literacy levels of children around the world.
