The clause that. has angered gun en- thusiasts the most is section nine of the bill _"i'Inlilln'reads; declared "prohibited" at any time by secret order in council and becomes automatically subject to immediate seizure, without recourse by the owner to either appeal, redress or compensation. Chief opposition spokesman to the bill, Neiv Democratic Party M.P. Sid Parker, is confident that the bill will not pass first reading in the House of Commons. "I am opposed to the bill primarily because of the search and seizureclause," he said in a telephone interview from his Ottawa office. "I am also opposed to the bill in the case of rural ridings. T represent an area that relies heavily on guns for hunting and fishing and even prospectors carry guns for their own protection," he added. If th bill became law it would most certainly be challenged in the courts under Section 8 of the Legal Rights entrenched in Ministry aids improvement MITCHELL =improvements costing $343,550 will be :made. to the Mitchell town hall this year. Mitchell council has agreedd-to-pa-y *1;'5;559 -of -thee total bill and grants will help cover the rest of the costs. Assistance is expected from the ministry of culture and recreation to the . tune of $109,005 through an Access, grant which will help to pay for the elevator and facilities for the handicajped. As well the town will, receive a $38,995 Community Recreation Centres Act grant. The town proposes to raise its share of the money by issuing debentures not, to exceed 1195,550. the new Canadian Charter of Rights and Freedom, which states that, "Everyone has the right to be secure against unreasonable search and seizure." Parker admitted that the bill would have to go through the legal system because it could prove to unconstitulonal. Goderich Police, Chief, Pat King called the proposed bill, "a bit ridiclous." He feels that the ° present , regulations on _- Parker said that he can understand the , concerns of M.P.s of large municipal ridings because of the alarming increase in gun related accidents. "I can understand Almonds' concerns . because he represents a large riding, but the answer may be to have stiffer municipal legislation to prohibit the use of firearms," Parker said. Parker, a member of the Rod and Gun Club, feels that training courses in the, use and handling of firearms is the answer to reducing gun related crimes. "What is needed is better training and education in the proper use and handling of firearms through courses such as the one offered by the Rod and Gun Club and a change in attitudes." With public concern increasing over the "use and availability of firearms, Bill C-451 may be the first in a long line of similar bills to come. -4 4,/fr .0 itil q 1 „r k -DEKALB XL -8 Order This Yieldplus Winner Today • Girthy ears with excellent grain quality • Excellent standability and ear retention • Fast. drydown \r-- GERALD BODGES I R.R.
