I, therefore, took the opportunity to express my concerns during the Throne Speech Debate. I informed the Assembly that the hallmarks, of the Tory Government - indelibly printed on its every policy and action - were arrogance and autocratic rule, lack of courage and ineptitude, Citing specific examples, I stated that the Conservative attitude was distorting and thwarting the democratic process. "The Tories are ° making a mockery - an emp- ty sham of democratic government, Their ar- rogance is almost beyond belief - except that almost daily we are subjected to more and more evidence of the fact that arrogance and the Ontario Tories are synonymous and in- separable." As an example of autocratic rule, 1 cited the mt r ner in, which provincial transfers to municipalities ° Were announced on January 28, "without consultation, without regard for municipal budgeting timetables without even the courtesy of informing municipalities before the press." As an .example of govern- ment ineptitude, I• cited the Urban Transit Development ' Corporation, which when launching Into 'buildingg its unproven intermediate - capacity rapid transit vehi- cle, invited two companies with absolutely no ex- perience in building trains to set up a new plant,. while Hawker Slddeley a .company with experience has laid off 800 workers for lack of work. "The time has come for the Premier and his col- leagues to be called to ac- count. Almost every one of their actions condemns them as being arbitrary, lacking in courage and inept."
