presented a submission to
the Dairy Policy Review
Committee, on behalf of the
National Farmers Union.
In attendance at this
review were Icon. Eugene
Whelan, Federal Minister of
Agriculture; Gilles Cho-
quette,
haquette, Chairman of the
Canadian Dairy Commis-
sion; Icon. Andre Oueilet,'
Minister of Trade andCom-
,merce, and the interdepart-
mental committee on Dairy
Policy Review. his review
group seemed. to accept the
NFU presentation with
strong enthusiasm, There
was general support that the
Canadian Dairy Policy
� was implemented
er the last five years re-
• main in place with just a few
basic improvements. It was
.generally felt any radical re-
structuring would have a
detrimental effect on the
producers of milk and also
consumer supply of milk
'products.
The brief stated, as part of
a rational agriculture policy
the government's continued
commitment to the dairy in-
dustry' is essential. The,
government must provide
policies to restruct imports
and increase tariffs on
agriculture goods. The
• _
government needs to
recogaizethe full potentia1 of
food production as, a .source
. of employment in both rural
and urban. Canada.. Only a
policy of self-sufficiency in
food production will mean in-
. Armed jobs-in_farming and_.
food processing.
The present subsidy of
$6.03, per hectolitre has re:
mained constant since April
1, 1975; the_relative impact _
of the subsidy to producers'
target returns has declined
from 24 percent in 1975 to 17
percent in 1980. As well the
subsidy's real value in con-
stant 1975 dollars, due to the
effect of inflation, is only
$3.46 per hectolitre, com-
pared to the original $6.03
per hectolitre. While this
subsidy is of -assistance to
dairy farmers, its real pur-
pose is to maintain con-
sumer prices at a lower
level. The NFU therefore
calls upon the federal
government to not allow any
further reduction in the cur-
rent subsidy level in con-
stant 1981 dollars. The
federal subsidy must be paid
on all Canadian - re-
quirements for industrial
milk and should be paid on
production for export.
.When the Minister of
Agriculture announced a-
new target price of $35.70 per
hectolitre on December 31,
1980 he stated that it was 9.4
• percent above the target.
price of one year ago. This is
well below the 13.4 percent
increase in real food prices
of 1980. These statistics sug-
gest the current target
return formula certainly
protects the interest of the
consumer. In re -calculation
of the target return formula,
the NFU believes considera-
tion must also be given to
such cost factors as
transportation and interest
not now included in the for-
mula. The 20 percent in the
returns adjustment formula
has not been used since the
formula's inception in 1975
which means the formula is
only being triggered by the
80 percent factor that is
automatic. In a re-
structured formula the
judgement factor should
automatically increase at
the same rate as the average
of the other components.
Any changes being made
to the returns adjustment
formula need to insure that
fanners' returns for milk
cover total cost of production
including a fair return for
labour and investment. It
should be noted that retail
prices for dairy products in
Canada have been maintain-
ed at a level either lower
than or comparable to those
in most other industrialized
countries.
NFU believes the return
adjustment formula is in
fact, today yielding a return
that is at least $2 to $2.85
below cost of production.
