Security. guards were posted two weeks ago Tuesday at Stovel-Siemon Ltd., RB5 Mitchell; the Hubbard. Tur- nip Plant in Blyth and at Ex- eter Produce and Huron Pro- duce in Exeter. The guards arrived at the plants bearing letters from the Ontario Rutabaga Producers Marketing Board (ORPMB) in Lucan, which advised pro- cessors the guards were on the premises to gather infor- mation on what is suspected to , be illegal low -pricing of rutabagas being ,shipPed., from the plants. Eric Vanneste, the manager of the marketing board, ordered the guards into. • plants; when he discovered turnips were sell- ing for $6 per carton at the Ontario Food Terminal in Toronto. The • marketing board has set a minimum price of $6 'per carton for Canada No.1 rutabagas with $3.25' going to growers. Mr. Vanneste said when the Food Terminal can offer rutabagas at $6 per. carton, there are discrepancies .somewhere: He said plants are suspected of delivering extra cartonsof turnips to buyers and not recording this.. - Security guards are no assigned to processing' plants to check bills of lading before trucks are loaded and to check paperwork to deter- mine • destinations and buyers of the rutabagas. Mr. Vanneste said smaller processors, who wax their own turnips and ship, them, are being asked to phone the board whenever they have a load ready to ship. Mr. Vanneste said agents (producers and processors) and the directors of the On- ..:_tario Rutabaga_.,Producers Marketing Board met in Cambridge three weeks ago to discuss the situation and suspected discrepancies. He said the consensus was that the board had to do something about the situa- tion, and Mr. Vanneste said it was left for him, as manager of the board, to decide what action should be taken. Three of the directors are producers and shippers themselves, and they now also have full-time security guards posted at their turnip plants, including the one located in Tavistock. Mr. Vanneste said one pro- blem facing the board is that many of the agents or pro- cessors are also growers, Shippers and truckers. While the board manager admits it -would be naive to Zink security guards will catch anyone in the act of selling turnips that aren't recorded, he said the security guards were -called in "to shake things up a little bit." While George Hubbard of the Blyth turnip plant said he wasn't concerned at having a security guard on the premises, Lloyd Siemon, however, the grower - processor who is a partner in the Mitchell area plant isn't happy with the situation. Mr. Siemon asked how anyone would like the idea of someone looking over your shoulder, when Canada is supposed to be a free coun- try. Mr.Siemon said the pro- blem is the rutabaga board "has made a bungle from start to finish" and that ex- ports of the crop are down. As a result of the high minimum price, sales to the U.S. declined 187,000 bushels last year, and this year are running 255,865 bushels below the pre -board levels according to figures provid- ed by Mr. Siemon. Many of the Ontario -grown rutabagas are marketed in the United States. The board was formed two years ago in July, 1979, after fluctuating prices for the crop made the market a "free-for-all" in manager Vanneste's words.
