Applications for $11.5 million in 1987-88
Wintario Program Funding are now
available at the Recreation Office.
Applications are now being accepted for
the Community Recreation Planning Pro-
gram, The Wintario Development Program
and The Facility Management Program,
said . Ontario Minister of Recreation and
Tourism John Eakins
The following is a brief ,description of the
programs and who may apply, however, for
more complete information contact the
Recreation Office or the Ministry of Recrea-
tion' and Tourism.

Community Recreation
and Planning Program
This program provides financial
assistance to obtain professional expertise
for help in planning the future development
of recreation services.
The aims of ,the program to assist
municipalities and organizations plan for
the following: better responses to communi-
ty needs; more effective delivery of recrea-
tion services; greater co-operation and co-
ordination; the best ' use of community
resources; the needs of special groups such
as the disabled, older adults, youth and
women. -
Recreation planning is a problem -solving
process. It involves ,setting goals and then
examining how available physical, financial
and human resources can be 'best used to
reach those goals.
Who may: apply.. Municipalities, incor-
porated non-profit organizations, Indian
Band Councils or local service boards may
apply.
Recreation plans—future oriented com-
munity services, feasibility studies— detail-
ed of specific need or issue or operational
reviews— reviews of specific existing ser,
vices are projects that will be considered.

The planning program contributes up to a
maximum of 50 per cent of the costs of eligi-
ble planning studies in communities over
5,000 population and 75 per cent for under
5,000.
Wintario Development Program
This program provides funds to improve'
the quality of recreation leadership by
establishing local training seminars that
meet specific community needs. It also
helps community and provincial recreation
organizations meet the special needs of
seniors, women, youth and the disabled.
The program grants are dedicated to
assisting organizations. which develop and
provide recreatioal opportunities for On-
tario residents and may only assist non-
profit organizations. The program benifits,
are intended to be available to the general
public. The grants may support projects
which are special additions, enrichments or
improvements to an existing program.
The grants may assist only those projects
which demonstrate financial support from
Private or municipal sources. However, the
grants may only support activities so that
they do not rely on Wintario to keep the pro-
gram active.
Who is eligible.. Any community, area,
or provincial non-profit organization which
provides or develops recreation op-
poutunities in Ontario may receive funding.
The program supports local projects and
will not exceed 50 per cent of the programs
cost.. .

Facilities Management Program
This program provides funds to enhance
the capabilities of the staff who operate
arenas, pools, community centres, parks
and other recreation facilities.
The purpose' of this program is to enhance
the technical and human -oriented expertise
of facility personnel. It aims to provide
them with the skills to: respond to new or
special users' needs such as the disabled,
older adults, youth and women; control
costs by protecting public investment in
facilities and effectivley managing human
and financial resources.
The program recognizes that while facili-
ty maintenence staff require development
opportunities to effectively carry out their
duties, facility managers and supervisors
demand additional skills in areas of human,
physical and resource planning. Depart
lment heads and elected officials require
broader planning, marketing and 'decision-
making skills. Together, these individuals
form the nucleus of an organization's facili-
ty personnel.°
Who may apply , Any municipality, in-
corporated non-profit organization, Indian
Band Council or local service group.
The prograrh will contribute up to'75 per
cent of eligible costs for design, develop-
ment and aquisition of specific facility
management systems. Eligible ,costs are
for professional fees, short-term staff, soft-
ware and testing.
