CLINTON -- The Huron County Board of
Education will be working with Conestoga
College todevelop adult academic upgrading
and employment preparation programs.
- The new line of educational services has
been requested by the Canada Employment
and Immigration Centre in Goderich, as the
result of the recent termination of a similar
program at the Vanastra Campus- of Con-
estoga College.
In his report of the board of education
trustees at their January meeting, education
director Bob Allan noted that alternatives
have been outlined between the three groups,
and, "It appears that the Huron County Board
of Education could offer such a program in
the central part of the county for approx-
imately 15 adult students at no cost to the
local taxpayer. (The service will be funded
entirely by Employment and Immigration
Canada °' ..

Mr. Allan noted that consideration will also
be given to other facilities within the school
system.
In his report to the board members Mr.
Allan further noted, "The Huron County
Board of Education is becoming a provider
of upgraded education. It is an important
community service to offer, and it is funded
entirely by Employment and Immigration
Canada. There is no local cost attached to
this."
Township receives home renewal
A $40,000 Ontario Horne Renewal; (OHRP )
grant for the .Township of East Wawanosh •
was annouaced recently by Alvin- Curling,
Minister of Housing.
• East Wawanosh is among one of two
municipalities receiving a total of $80,000
provincial OHRP funding in today's an-
nouncetnent. The other is Hullett Township.
Administered by municipalities, the pro-
gram assists homeowners to upgrade their
homes, with the emphasis on faulty struc-
tural and.sanitary conditions, and on plumb-
• ing, insulation, heating and electrical
systems. •
Loans of up to $7,500 are made available•to
eligible owner -occupants who wish to bring
their homes up to standard. A portion of a
loan"may, be forgiven, depending on the reci-
pient's inCome.. Interest rates range from
zero to ten per cent,'again depending••on
income. ' •
Physically -disabled ,hotneowners, .or
homeowners :With physically -disabled
relatives living permanently with them,
may qualify for loans of up to' $9,500. This
special maximum loan recognizes the extra
• costs involved in alterations that • make,
. homes more accessible inside and .outside.

tions .ar•,e•ma.de, is..$20,000.
OHRP benefits are available to' owner
occupants in all municipalities which have

M imum rent increase
held to 5;2 per cent
The rent review guideline for 1987 has
been set at 5.2 per cent by the Ministry of
Housing:
The 5.2 per cent guideline is the amount
by which a landlord can increase the max-
imum rent for a: rental unit, next year
• without applying for ,approval to rent
review.
The guideline applies to all private ren-
tal units in the province.
. The Residential • Rent Regulation Act,
passed by 'the legislature. this month,
created 'an entirely new system of rent
review for Ontario, designed to increase
protection for tenants and to encourage the
construction of new rental housing:
Under the new. Act, a flexible guideline
was established and rent review was ex-
tended to cover all private rental units in'
. the province. '
Other major features of •the legislation
included the creation of a Rent Registry, a
streamliner: rent. review prneecc and .a

standards board to ensure proper building
maintenance.
,In -the past, the rent review guideline
was a fixed percentage which applied only
to units in buildings constructed prior to
1976, while units which were first occupied
• after that date were exempt from rent
review. ,
Under the new Act, the .guideline will be
adjusted annually to respond to changes in
economic conditions, and applied to all
rental units in the province. '
The guideline is designed to reflect •
changes in inflation and to -promote proper
building maintenance for tenants.
The Ministry of Housing will' calculate •
theguideline using a formula based main-
ly on components of the Consumer Price
Index and, other economic indicators.
In future, the Ministry of Housing will
announce by,: August 31 the guideline for
the•upcoming year. „
