oppy campaign raises
funds for viety of projects
By Al Welch
CLINTON - The annual Poppy Campaign
for,the Clinton Legion held on Nov. 5 was an
opportunity for every Canadian to show that
they care and remember by wearing a pop-
py.
All proceeds are placed in trust accounts
and after expenses, iiicluding the cost of
poppies and wreaths are paid some of the
funds may be used for the following pur-
poses: community medical appliances and
medical research; day care centres; Meals
on Wheels; transportation and related ser-
vice for veterans, their dependants and the
aged; donations for relief of disasters
declared by the federal and provincial
governments.
Although national in scope, each branch of
the Legion is responsble for conducting its
own campaign, collecting and disbursing
the funds collected in its own area. There is
no central national fund where all monies
are deposited.
The objective of the campaign is to
recognize the sacrifice made by thousands
of Canadians in the First and Second World
Wars and in the Korean War, to develop an
awareness of the ceremonies and rites of the
past asthey are reflected in the present, to
appreciate the qualities of endurance and
courage and of devotion to the principles of
freedom within our multicultural
community,- to celebrate peace.
Poppy Chairman Comrade Steve Maguire
would like at this time to thank all who took
part in the November 4 Church Parade.
Although it was wet- any difficulties were
overcome as always. A thank you also to
Father Pluta and the members of the St.
Joseph's Roman Catholic Church for allow -

gested, "defining cost estimates are best
left up to engineers." •
Mr. Moy noted that consulting fees and
administrative costs of the plan are eligible
for up to 15 per cent of the ONIP funding. In
Clinton's case, over $40,000 could be spent.
Developing the plan will. put Clinton one
step closer to receiving the $175,000. Before
it is approved, the plan must be presented at
a public meeting, given with 30 days notice.
Mr. Moy explained, "You must inform the
public of the plan so they can be aware. The
public has all 'the rights in the Community .,
Improvement Plan as they have for the of-
ficial plan." .
Any objections that can't, be resolved
between council . and concerned citizens,
could be taken to an Ontario Municipal
Board (OMB) hearing, another lengthy and
costly process.
Avoiding possible OMB hearings is one of
the main reasons why public meetings are
scheduled. Mr. Moy noted, "The public
meetings are held to avoid problems and ob-
jections. •
If no complaints are heard at public
meetings, council then implements ,the '
Community Improvement Plan into the
town's official plan. Then the improvement
plan will be sent to the Ministry of Municipal
Affairs and Housing for study.
Mr. Moy noted that. Clinton would pro-
.bably have to wait until 1986 before funds
could be payable. He added, "We only start
the cash flow when the agreement's been ex
ecuted."
ing Legion Members to join with them for
the Sunday service. Also a note of thanks
goes to the Pipe and Drum Band. While the
rest of the comrades •'Paraded in cars, they
decided to march back from the church in
the rain. They represent the Legion well.
Thank you all for your help and support.
Also on Sunday, November 11, - Remem-
brance Day - Comrade Steve Maguire hopes
that everyone possible comes out for
the parade. It would be nice to see a lot of
the Associate members out this year.
In the next few years it is going to be the
younger members that have to uphold this
day of Remembrance and now is a good
year to start. This is a day for not just the
veterans to remember fallen comrades. But
for all people to remember what they fought
and died for.
Also we should not forget the ones that
have been in hospitals since the end of the
war. This is a time to remember and say
thank you for our freedom.
