Her involvement creates a
This year is a particularly exciting one for
Bayfield residents. The village, along with
other cities, towns and villages in Ontario,
will be celebrating the province's 200th
birthday with a hundreds of special events.
In Bayfield, the woman behind the
village's creative Bicentennial program is
Helen Owen.
Well known for her continuous
involvement in many village activities, Mrs.
Owen was once a British figurehead in
medical administration.
She left England's shores for Bayfield's
beaches and has spent most of her time here
helping out and joining a number of
committees including village council and a
correspondent with the Clinton News -
Record. It was her position as councillor
that led her to become the main organizer of
the village's bicentennial events.
Mrs. Owen explains that when she first
began arranging the schedule of events, in
November 1983, she had the feeling that
most of the villagers would be apathetic.
"They're definitely not apathetic," she
now realizes. "In fact many have called me
back and asked if they could help out with
anything."
Young swimmers
warned of dangers
If young Ontario swimmers ignore diving
dangers, they may take their last dives this
summer, winding up in wheelchairs for the
rest of their lives.
"In 1979, the last year that total Ontario
statistics on diving accidents are available,
54 spinal injuries were recorded. In 1983, the
Toronto Sunnybrook Medical Centre alone
recorded 16 cases of spinal cord injury due
to diving," says Consumer Minister Dr.
Robert Elgie. "That's a tragic statistic,
especially when you consider that such div-
ing accidents could be avoided."
The Minister's comments come at the
launch of a diving safety campaign organiz-
ed by the Ministry of Consumer and Com-
mercial Relations do co-operation with
water safety organizations, diving associa-
tions and pool manufacturers. The cam-
paign will run through the summer months.
"Regretfully, this province has the
second-highest rate in the world with
respect to spinal cord injury. resulting from
careless diving accidents," said Dr. Elgie.
"In one decade, the incidence of
quadriplegia and paraplegia from diving ac-
cidents has risen by 264 per cent."
Although it could happen to any person,
most victims are young men between the
ages of 13 and 30, and many recorded in-
cidents involved the use of alcohol or drugs.
Surprisingly, the majority of such diving
tragedies take place in backyard pools.
"Afterwards, victims invariably say they
didn't think to check for a safe diving depth
or for submerged rocks or other objects in
the water," says Dr. Elgie. "Regrets after
the fact, however, won't save them from the
consequences of a careless dive."
Dr. Elgie says he hopes the diving safety
campaign will heighten public awareness of
the problem and help reduce such tragic
diving accidents.

In the beginning, Mrs. Owen"contacted all
groups in the village to ask them what they
would like to plan or if they would like to
contribute to the celebrations.
Mrs. Owen decided, from the beginning,
not to apply for grants. She said applying for
funds would involve too much red tape. So
after opting to "go it alone" she got hard at
wgrk; organizing the busy summer ahead.
"For the first three months I was
constantly on the go, this was because I had
to send out many letters," she explained.
"So I spent a lot of my time corresponding
with people, trying to get everything
organized."
She said that once this period was over,
she had reached the stage where all she
could do was sit back and wait. Though this
seemed sometimes frustrating, she
eventually realized that the wait was well
worth it.
"I now realize that everything is coming
together," she said. "I think that is mainly
because everyone has been so willing to
help."
All systems are go for the village's
Bicentennial Program and events will be
held throughout July, August and
September.

display details dates and times of events and
