Johnston sisters sing at Holmesville

Morning Worship Service
was held in Holmesville
United Church last Sunday
with Rev. Bechtel in charge.
The Johnston sisters sang at
the service and Verna Lobb
played the organ. Stewart
Farquhar and Irvine Teb-
butt received the offering.
The Enterprising Seniors
meet Thursday evening at
the Community Centre in
Holmesville at 8 p.m.
Paul and Carol Cudmore,
Christopher and Margo have
returned to Ottawa after a
visit with Mrs. Irene Cud -
more.
Ball News
The Goderich Township
boys won an exhibition game
over the Vanastra Midgets.
The Bantam girls defeated
Stanley Township. The
Peewee boys practised and
the Peewee girls won over
Auburn. The Squirt boys lost
to Goderich and the Squirt
girls defeated Goderich. The
Mixed tykes practised and
the Boys Tykes I and Boys
Tykes II had a practise
game.
The Porter's Hill Men's
Slo-pitch team lost to
Londesboro last week. The
Holmesville Store men's slo-
pitch team won over Clinton.
Ladies slo-pitch team won
over Londesboro.

Tyke boys in Colbourne.

Playhouse to honor patrons
The annual "thank you" to
Huron Country Playhouse
members has been
scheduled for the afternoon
of Sunday, August 21. This
year the format for this
event has been changed. A

Huron Country Playhouse
Guild. This event is being
organized and co-ordinated
by Mrs. Jill Waters, current
vice-chairman of HCP.
The second exciting event
planned for August 21 is the
Annual Cavalcade of Fun
Fundraising Auction. This
year's activities will com-
mence with viewing and a
silent auction from 5 p.m. to
7 p.m. with the main auction
starting at 7. Among the
various items up for bids will
be trips, theatre tickets,
antiques, art (water colours,
exhibition posters,
serigraphs from Thielsen
Galleries), a six-foot salami,
plants, merchandise and
dinner anywhere in London
with the CFPL personality of
your choice. This year's
Auctioneer will be Jack
Riddell, M.P.P. for Huron -
Middlesex.
As a very special and
exciting treat, the South-
western Ontario
Organization of Parachutists
(SWOOP) will be jumping
into the HCP front yard at
6:30 p.m.

Hailstones
cause havoc
KIPPEN - Hailstones the
size of baseballs fell on the
farms and homes in the
Cromarty and Kippen area
for a least five minutes
during a storm on August 8.
The hail broke windows of
houses, windshields of cars,
dented aluminum siding and
cars, tore through the
canvas of tent trailers,
flattened gardens and fields
of grain and shredded fields
of corn.
Bruce Dow estimated that
75 per cent of his 40 acres of
corn is ruined. A field of
wheat on his farm was also
flattened with kernels of
gram embedded into the
ground.
His father, Harvey Dow
says insurance people are
coming to look at the
damage hail did to the body
of his car.
"The damage to the houses
and cars are -bad but what
the hail did to the fanners
around here is the sad part,"
he said.

NOTICE OF AN APPLICATION to the Ontario Municipal Board by the
Corporation of the Town of Clinton for approval of a By-law to regulate land use
pursuant to Section 39 of The Planning Act.
TAKE NOTICE that the Council of the Corporation of the Town of Clinton Intends to
apply to The Ontario Municipal Board pursuant to the provisions of Section 39 of The
Planning Act for approval of By-law No. 14 for 1983, passed on the 18th day of July,
1983. Following Is a note of explanation for the sold By-law:
1. DESCRIPTION OF LANDS AFFECTED:
All those lands presently Included in the residential sone; of the Town of Clinton and
being Zone 2, Zone 3, and Zone 4 of our kind use By -low No. 13 for 1970.
2. PURPOSE OF THIS BY-LAW:
The purpose of this By-law Is to allow the establishment and operation of a home for
retarded persons in any residential area of the Town, provided that such use Is carried
out In accordance with special provisions of the By-law es it relates to building space
and location.
3. THE EFFECT OF THIS BY-LAW:
The effect of this By-law will be that a home for retarded persons is permitted use
within the residential zoning areas of the Town of Clinton.
ANY PERSON INTERESTED MAY, WITHIN twenty-one (21) days after the date
of this notice, send by registered mail or deliver to the clerk of the Town of Clinton
notice of objection to approval of the said by-law or part thereof giving details of all
or the portion of the by -low to which you object and detailed reasons therefore, and
shall Indicate that if a hearing is to be held the oblector or an agent will attend at the
hearing to support the objections.
ANY PERSON wishing to support the application for approval of the said by-law
may within twenty-one days after the date of this notice send by registered mall or
deliver to the clerk of the Town of Clinton notice of his support of approval of the said
by-law together with a request for notice of any hearing that may be held giving also
the name and address to which such notice should be given.
THE ONTARIO MUNICIPAL BOARD may approve of the said by-law but before
doing so it may appoint a time and place when any objection to the by-law may be
considered. Notice of any hearing that may be held will be given only to persons who
have filed an objection or notice of support and who have loft with or delivered to the
clerk undersigned, the address to which notice of hearing is to be sent and. similarly,
to any person who has filed a request for a change in the provlslons of the by-law.
THE LAST DATE FOR FILING OBJECTIONS will be September 2. 1983.

FULL TEXT OF BY-LAW NO. 14 FOR 1983 FOR THE TOWN OF
CLINTON, REFERRED TO IN THE PRECEDING NOTICE:
1. Bylaw No. 15 for 1970 is hereby further amended as follows: Section 2 is amended by
adding after paragraph 2.41 the following new subsection:

"HOME FOR RETARDED PERSONS" means a residential dwelling for the
residential accommodation of retarded persons, provided:
that such Home is approved by the Minister of Community and Social Services
under Section 3 of The Homes for Retarded Persons Act, R.S.O. 1980, and
amendments thereto;
that such Home is operated as a single housekeeping unit in which 3 to 10
residents, excluding staff, live as a family under responsible supervision
consistent with the requirements of its residents;
that any residential dwelling used as a Home for Retarded Persons be fully
detached and exclusively utilized for this purpose;
that it is clearly demonstrated to the Municipality that such Home 1s
required to meet the needs of the community and that proper support
facilities are available;
that such Home is registered by the Municipality pursuant to Section 236 of
The Municipal Act, R.S.O. 1980, and amendments thereto;
that such Home is issued a Certificate of Occupancy by the Municipality
pursuant to Section 39 (5) of The Planning Act, R.S.O. 1980, and amendments
thereto;
that such Home is in compliance with the requirements of all Municipal By-
laws.
2. That Section 2 is hereby amended by adding after Section 2.42 the following new
subsection 2.43:
2.43
"OUTSIDE AMENITY AREA' means an outdoor rear yard amenity area within
the boundaries of a lot for aesthetic and recreational use and may include
landscaped open areas, patios and swimming pools but shall not include any
driveway or parking area.
3. That Section 11 is hereby amended by adding thereto the following use as 11.1.7:
11.1.7. A home for retarded persons subject to the provisions of this By-law.
4. Section 11 is hereby further amended by adding after Section 11.2.8 a new
Subsection 11.3:
11.3 HOME FOR RETARDED PERSONS
No person shall use any lot or erect, alter or use any building or structure for
the purposes of a home for retarded persons except in accordance with the
provisions of Section 2.42 and the special provisions below:
SPECIAL PROVISIONS:
a) Separation distance between homes for retarded persons - Minimum 300
metres.
b) Parking - Minimum 1 parking space per 3 beds.
c) Habitable room area per resident - Minimum 18.58 square metres.
d) Bedroom Accommodation • Minimum
4.65 square metres of floor space and 11.33
resident under 16 years of age and;
6.97 square metres of floor space and 16.99
resident 16 years of age or over.

6. Section 13 is amended by adding after Section 13.4.7 the following subsection 13.5:
13.5 No person shaII use any lot or erect, alter or use any building or structure for
a home for retarded persons except in accordance with the provisions of
Section 2.42 and those provisions set out In Section 11.3 hereof.
7. This Bylaw shall take effect from the date of passing by council and shall come Into
full force upon the approval of the Ontario Municipal Board.
The foregoing By law was passed on the 18th day of July, 1983.
