for the six months ending November
30 showed an increase of $1,900,000,
when it is coupled with the announce-
ment that the expenditure for the
same period increased $2,200,000.

John A. Auld, M. P. P., for South
Essex, is of the opinion that the On--
tario Government will not introduce a
redistribution measure during the
present session.He says there is not
talk of such a bill, and he does not see
where the •Government will -derive
very much benefit from one.

In the report of Mr. Harcourt on
the public schools of the Province,
presented to the Legislature, *re
is evidence of the decline of the
birth rate. The sestatistics are •only
for 1900, and are there -fore not so
• fresh as they might be, but they show
in the year under review •there were
in the Province 580,105 persons be-
tween 5 and 21 years of age—a de-
crease of 8, 245. • There were 420,097
persons of all ages registered in the
public schools—a decrease of pm%
'while the average attendance was
237,306—a decrease of 6,019. The aver-
age attendance in the Roman Catholic
separate schools was 25,875 -an increase
of 108, and in Protestant separate
schools 238—a decrease of 8. The num-
ber attending kindergartens was 11,-
231, but the average attendance was
only 1,639. These figures are in accord
with -the general opinion that there is
a. steady decrease in the number of
births in Ontario.

codification of the Imperial statues
for Ontario. One of these relates to
the marriage laws. It provides that a
man may not marry his grandmother,
grandfather's wife, wife's grandmoth-

mother, stepmother, wife's mother,
daughter, wife's daughter, son's wife,
sister, grand -daughter, grandson's
wife, wife's grand -daughter, niece,
nephew's wife, wife's niece, or broth-
er's wife. A woman may not marry
her grandfather, grandmother's bus.

where it looked as though the Pro-
vince which was once the right an
of Sir John A. Macdonald was lost to
the Conservatives for at least during
the political life ot Sir Wilfrid Laurier,
the unexpected happened. In several
constituencies the Liberal majorities
were tremendously reduced, and Laval
went to the Opposition. These results
surprised both parties. • The Censer -
valve party, which the Liberals
thought to be a thing of the past in
Quebec, loomed up powerful and
strong, and showed that they were
-worthy of the Liberal steel. In fact,
the results in Quebec would almost
indicate that the Opposition would
have had no difficulty in carrying the
several seats ),n a general election,
where the Conservatives would have
been on a more equal footthg. with
their opponents.

The Huron -Erie Canal
The projected canal across the On-
tario Western Peninsula and connect-
ing Lakes Huron and Erie is again
talked of in a dispatch from Ottawa.
The plan is to cut a channel with not
less than eighteen feet of water from a
point on the east shore of Lake Huron
at a point near St. Joseph, and the
north shore of Lake Erie, probably not
farther west than Rondeau. It involv-
es, or may easily include, real estate
speculations of a very attractive char-
acter. It would give some towns a
lift in business, arm it might develop a
good deal of water power at a conven-
ient point, though one of the chief
engineering advantages of the propos-
ed route and the low summit level
through which the canal would be
opened.. The saving in distance be-
tween Lake Erie and the upper lakes
would manifestly be very great, and it
ie possible that a canal of adequate
size, well kept and well managed,
might draw away from the Detroit
River route a good share of the traffic
which now uses that natural channel.

P., W. Hodson, Dominion live stock
commissioner, Ottawa, is of the
opinion that the Ontario ' farmers
are slapping themselves in the face
these days and don't know it. Mr.
Hodson says that owing to the high
prices of 'pork, farmers are selling
their hogs long before they are in fit
condition for the market, If kept
longer the animals complained of
would meet, all requirements, but
corning short of these, they are break-
ing doyen the pork industry. As an
instance of this it may be stated that
recently out of 805 hogsisold to a local
firm for export, only 10 were first-
class. The same state of affairs, it is
stated. reigns inall parts of the
country. Mr. Hodson believes that
fully 'ill per cent of the hogs marketed
now are inferior. The serious aspect
of the situation is that the Canadian
pork trade on the British market is
threatened with disaster, and an im-
mediate change is necessary for the
foothold obtained hy Canadians in
that market will be lost and not re-
gained without great difficulty.

INTERPROVINCIAL TRADE IN
LIVE STOCK.
Trade in live stock between Eastern
and Western Canada has been grow-
ing rapidly within the last few years.
This monease in trade has been promot-
ed, and in fact made possible by the
wise and generous treatment of the
0. ID, R. During the month of Decem-
ber and the first eight days in January,
forty-six cars of grade and pure-bred
cattle were shipped from Eastern Can-
ana to British Columbia. These cars
contained 2,223 head, and cost in the
East something over $30,000.00 Be-
sides these. a considerable number
have recently been sent to the North
West Territorities, and orders are
now in hand for adalitional shipments
to he made to the last mentioned
Territory. In order to promote this
trade, which has proved very profit-
able in many districts in Eastern
Canada, farmers should use grot class
Shorthorn bulls. By careful selection
and. wise treatment females sired by
such bulls will prove excellent dairy
COWS.
It is a noticeable fact that seven -
tenths of the stock used for dairy pur-
poses in Great Britain are Shorthorns
and Shorthorn grades. Probably the
most suitable dairy cow for the aver-
age farmer is a Shorthorn -Ayrshire
cross. Steers whose dams are strong
grade Ayrshire cows it got by a Short-
horn bull prove excellent feeders and
very desirable shipping cattle. As
dairy animals there are none, in the
hands of the general farmer, that will
excel the Shorthorn -Ayrshire cross.

Leaden, Jan. 219—The Colonial
Secretary, Mr. Chamberlain, in the
Rouse of Commons yesterday ,after-
noon said there was no foundation
for the reports that overtures for
peace in South Africa had been made
by the Boer envoys.
The first important. 'debate of the
session began in the House of Com-
mons last night on an amendment
to the address moved by Frederick
Cawley, .(Liberal), in reply to the
speec,h from the tlarone. The de-
bate was called out by Mr. Cham-
berlain, the Colonial Secretary, who
vigorously took the field in defence
of the war. He, raade the significant
statement that if, as Lord Buse-,
bery's speech intimated, the . Boers
believed they could at any time se-
cure a repetition of Lord Kitchen-
er's terms, he wished to inform them
that they were mistaken.
• Mr. Chamberlain added, however,
that the Government's program wag
not one of extermination. It would
not propose any general confiscation
of property . -entice" would be met-
ed oUt fereAlitary offence and
other crimes. But there would be
large amnesty, and the Government
expobteld to extend the conquelred
people full political rights as soon
as practicable.
Mr. Laboachere (Liberal) declined
to support the amendment of Mr.
Cawley.
• John Dillon (Irish Nationalist)
proposed to omit that clause of the
araendraent providing funds to carry
on the war, and added a clause
'denouncing the policy of the concen-
tration camps. Mr. Dillon's amend-
ment was rejected by a vote of 283
to 61, the majority of the Liberals
voting agaiust it.

Deouties yesterday' M. Berry (Con-
servative), introduced -interpella-
tions bearing upon the war in South
Africa. M.13erry urged the -French
Government to bring about inter-
vention in South Africa.
Abbe Lemire also called upon the
Government to aid the Boers, not
only by sympathy, but by diploM acy,
to become a free people. The Abbe
concluded with saying: "We made
the 'United States free; let us male°
the Boers free also."
M. Delcasse, replying, snicl. "What-
ever may be the sympathies, all here

intervention on the part of France
