Mass protest saves the medical facility
y Shelley Higbee
February 26, 1976 the Clinton News -Record banner
headline announced, .,Miller closes hospital, Clinton
fights back"
The Clinton Public Hospital was given the death
warrant by former Ontario Health Minister Frank Miller.
It was one of 10 Ontario hospitals scheduled to close in an
effort to save some of the province's $3.4 billion health
care budget.
The Clinton area immediately mounted a mass protest
against the order and 2, ,„! people crowded into Central
Huron Secondary School to discuss and plan their fight.
The highly charged, emotional meeting was an event that
Clinton people still clearly rememr.
Determination, belief and perseverance led the Clinton
hospital and the Ontario government to a battle at the
Ontario Supreme Court level.
After three months of tension and depression, an air of
jubilation and elation swept over the area when the
Divisional Court announced that the provincial govern-
ment could not order hospitals to close as a means of
cutting costs, according to the Public Hospitals Act.
The government appealed the court decision and Mr.
Miller vowed to have legislation changed. However in
February, 1977, a cabinet shuffle took place and Dennis
Tirnbrell was named a new health minister.
The government appeal case was postponed until May 2,
1977, allowing the Clinton lawyers time to arm themselves
with statistics regarding the vital role the hospital played
during January's severe winter storm which paralyzed
the area for a week.
On May 2, it was announced that the hearing would .”
adjourned indefinitely until a bed study was conducted at
the Clinton hospital.
On September 22, 1977 the story of the Clinton hospital
closure came to an end. The headline read, "Doom lifted
from hospital."
While the government appeal case had not been closed,
Clinton hospital was included on top of a list of hospitals to
be renovated.
Kyles, Kyles and Garrett, an architectural firm from
Stratford were immediately hired to draw up plans and
specifications.
Submitted to the government, final approval for the
$896,472 project came in April, 1982.

TO CLINTON PUBLIC HOSPITAL
The completion of e expansion at the Clinton Public Hospital Is the
culmination of a great deal of planning and hard work. The new facilities will
undoubtedly be a great asset to the community and will be the focal point for
health services in the area. The project could not have been completed without
the exceptional response of the people in this area. We congratulate the Board
of Governors of the hospital and the many people whose hard work and co-
operation made It possible.
