has denied that stringent
regulations on children's car
seats will force their price out
of reach of the average parent.
Children's Car Seats and
Harnesses Regulations were
upgraded effective November 1,
and .will be upgraded again in
November, 1975.
"I understand that products
meeting the November 1974
requirements have been
distributed in large quantities
to major retailers, and ' that
some are currently selling for
about $20," Mr. Ouellet said.
"I am also confident that
reasonably priced seats will
also be_ available, probably
much sooner than required by
law, which willmeet the
Novemi r 1975 regulations. I
count on retailers. to ensure
of seats available -now and in
the future."
The regulation was upgraded
to "provide protection for
children in automobile crashes
at least equal to that built into
new cars for the driver and
adult . passengers. The two-
stage approach was takento
provide manufacturers with a
reasonable amount -of time for
car seats

child protection and to avoid
the need for further major
changes in the regulations in
the forseeable future."

He warns consumers to check
'that alt products now on sale
carry the statement, "This
product complies with the ap-
plicable requirements of the
Children's Car Seats and Har-
nesses Regulations."

Owners of the General
Motors "Infant Carrier Love
Seat", are urged to cheek that
the restraint straps are
fastened properly whenever the
baby is in the seat. GM em-
phasized that owners can con-
tinue to use the seat, if the in-
structions for using the harness
are followed.
The seat, can be used outside
of the car, however GM has in-
dications that during non -car
use, an unharnessed child
could slip into a position to
catch its neck, in the lap and
shoulder belt opening in either
side' of the -carrier, possibly
causing serious injury.
GM has received reports
from three owners in the
United States, whose. infants
seat: They .were'' freed suc-
ce4sfully, but experienced
minor cuts and bruises.
GM is developing a
Modification kit which the
owner ca easily install, to
restrict the size of these
openings. •It will include a
revised instruction label,* em-
phasizing . proper use of the
restraint straps. It will. be
4'provided as soon as possible at
no charge.

GM dealers, other domestic.
automakers, department stores

ders. GM is notifying all its
dealers of the possible hazard,
and will supply them with the
modification' kit. All owners are

universal of all the Christmas
traditions is that of gift -giving.
This practice began in 300 A.D.
in Asia Minor.
The bishop of ,lylyra, St.
Nicholas, was famous for his
generosity and people believed
that any surprise gift came
from him.' The 'name of St.
Nicholas may not be universal,
but his kindly, generous -spirit
is a symbol of Ch"ristmas
`throughout the world.
The name Santa Claus is an
American 'symbol ' that,
developed from European sour-
ces The fat, jolly. Santa we
know became a legend in the ,.
United States in 1823, when
Clement C. ,Moore, a minister
and poet .first described Santa
in The Night Before Christmas.
In other parts of the world,
the traditional gift -givers have
varied names acrd roles.
in Austria, Saint Nicholas
and Krampus, his companion,
are- the two messengers of
Christmas; and it is the
Christkind or Christ Child who
brings presents Christmas Eve. •
In Iceland, Christmas goblins
or .Jola - Sveiriar come down
from the mountains with gifts.
They are jolly ' little men with
names such as Window Peeper,
Door Smeller, ' Bowl Licker, and
Skirt: Blower.

Netherlands believe that Sin-
terklaas comes sailing into Am-
sterdam on a ship from Spain.
