A ROTARY PROJECT
ec Board approves grant to retarded
TheGGoderich Recreation and
Community Centre Board
reversed their decision on a
$1,000 grant for the Assdciation
for the Mentally Retarded at
their regular meeting Thursday
night.
The rec board had initially
turned down the grant ap-
plication on the strength of the
Association's - financial
statement. The statement
showed that the group was
$2,000 to the good at the end of.
L973.
The $1,900 grant is given to
the association annually
following an application made
in January of each .year. The
group however failed to make
,application this year which con-
tributed to the rec board's
decision rot to give away the
$1,000.
Maurice Van 'der Meer,
secretary -treasurer for the.
association, confronted the rec
hoard about the decision com-
plaining about their refusal. He
said the group had made an ap-
plication in November - of 1973
and did not see the wisdom in
r.e.apply `_ in" Januajy, 1974,
H°e added 11=iat"T1T 3' s ould not
have • to apply every year
. because the town hada moral
responsibility to the retarded.
"We are ,not asking for funds
for recreation but funds for
taking care of people in need,"
he said.
The rec board 'members
reviewed the association's
financial statement with Mr.
Van der Meer and discovered
their -misunderstanding. Some
of the assets listed by the
association' as trust,funds were
taken as money that could be
used for operating expenses.
Mr. Van der Meer pointed out
that the money hadbeen given
to the association to be used for
a building project and could
not be used for anything else..
Bearing this in mind the rec
hoard etamined the statement
of the association...and
discovered that they were in
financial distress and decided
to give them the grant. The
$1,000 was in a budget item
designated for unanticipated
grants and now all but depletes
that category.
" In other business the
recreation- board referred a
request from the Kinsmen Club
concerning' operating a bar in
the arena over to the .arena-,
committee. The proposal by the
Kinsmen is to operate a' bar in
the arena auditorium during
Friday night intermediate
hockey games.
The Kinsmen feel that the
rental costs'for'the °auditorium
are too high to realize any
profits and propose that they
pay ,$20.00 a night during the
season and the regular $50.00 a
night during the playoffs. They
offered to clean up the room af-
ter the bar closes. The matter
'was referred to the arena com-
mittee with no power to act.
The MacDonald Tobacco
Company is going to rt $•lace the
old arena clock with an up-
dated digital clock. The firm
agreed to replace the'`timepiece
sunder the same contract they
•ears a`g X11 eV
• installed the 'existing clock.
The minor hockew•.i
association asked the rec board
to investigate a different
registration system than . the
one used now. The proposal
requires the hockey association
to estimate the ice time they
will need for a ,season and sub-
mit the figures to the recreation
director. He in turn will use the
figures to tally the ice time bill
for the -season and incorliorate
the amount in the registration
fees. All hockey registration
would then be done through his
office. ,
• The scheme is designed to
have the season ice bill paid
before the players take to the
ice but has not proven too suc-
cessful in places it has been at-
tempted. Hanover adopted the
procedure and discovered the
ice bill was a long way from
being paid after .registration.
