• (d) What salary should a
fulltime mayor 'receive.
The mayor can be likened to
a Director or Executive of a
Corporation and when a
municipality has reached the
point where a fulltime mayor is.,
required, then the salary
should° be commensurate with
the position.
(e) Would the election of a
fulltime mayor ' serlouely
reduce the number of eligible
men and women in the com-
munity who could serve?
No, I don't think so. Unfor-
tunately there will always be
only a limited number of people
in actual fact who can devote,
the necessary time away from
their chosen profession. It is
not a guaranteed job, as we
serve at the pleasure of the
electorate, which 'could be for
as little as a two year term.
Therefore, be it fulltime or part

don't feel it'would effect the

(a) Are -local councils well .
enough informed about the
happening& at county coun-
cils?
Yes. I believe they are;
through the various news
media and direct report to their
respective councils.
(b) Should ,G.dderich
representatives on county
council be more' pafochial in
their participation there, or
should they strive for a wider
and -more general understan-
ding- of all municipalities -
within the county and those
problems peculiar to the
county system?
A representative to county
council should, ~I 'feel, have as
his first interest, those- local
matters which affect the tax
dollar of the municipality
which he represents. But, he
also.. has a duty to maintain an
open mind and consider the
problems of others.
(c) Should Goderich

to. their *colleagues about
,county business?
Perhaps a More detailed
report could be made, but in
v most cases. I , feel .that the
representatives have reported
any pertinent information to
their .'colleagues.

4. (a) There have been
problems in the past two
years between neighboring
municipalities. In your
opinion: is ',there a real
problem?
No. Not really. We must keep
in mind. that there will always
be a certain amount of jealousy
between Goderich and the bor-
derig townships.. We are
f the
county seat. We receive a sub-
stantial road rebate (though
some forget that we not only
contribute a large share, but
maintain our own roads).
However, we 'deed each other
for recreation, churches, shop-
ping, fire protection, etc.
(b) If yes, how do you
propose to work towards
correcting It?
Communications.

No.
(b) If no, explain' why you
think local taxes are In line.

have to take a back seat to

it meant considerably higher

At today's costs you
couldn't possibly afford it. I

No. With a Provincial Park
only five miles away and
private parks only a few

11. Why, would you make a
good candidate for town
council? ' -
I would like td be on council
because I think that we should
have more small apartments
close to downtown for our
senior citizens, like Br. 109
Homes on South St. - •
A lot of people need this kind
of renting place. IS ,have been

town and I think that I could
work with the others on council
to better our town. I thank you.

9.(a) is regional government
desirable? Why? -
No, not as a complete
takeover. Perhaps some ser-
vices would be better handled'
on a Regional basis, bat I'd
want to take a long- hard look'

people want to maintain local
autonomy.

10.(a) Is there. adequate plan-
ning for Goderich's future?
Planning is a continuous
process. Many studies have
been implemented in recent
times, such as areas of
recreation, day care centre,
traffic study, and shoppers
needs. -,...LL
(b) Do you believe the plan-
ning op the fringes of the
municipality should
correspond with planning in
the adjoining rural areas?

homogeneous community.`

Yes, but 'buffer' zones may
be required in order to obtain
the required aesthetic ap-
peai nce.-
11. Why would you make a
good candidate for town
council?
12. Comments
When I first ran for public of-
fice two years ago, I stated that
one of the main reasons for
running was my concern about
the disappointingly small num-
ber of elegible'citizens who
qualified to stand for public of-
fice. This apathy was a'
challenge which I could not
ignore. I am therefore happy to
see such an excellent turnout of
candidates,,for this year's elec-
tion.
Your council has had a very
busy two years. I feel we have
accomplished a great deal. I
know we have' not always
pleased everyone. •To do this
would be nearly impossible.
The 'South storm sewer, the
jail, the shopping plaza, the"air-
port -- all were, controversial
issues. But in every decision I
have made, I have tried. to con-
sider what was, in the long run,
best for your town.
As chairman of the Harbour
and Waterfront committee, I
can report some .accornplish-
ments during the past two
years. The old green freight
sheds on the main- beach have
been demolished and while this
building served its purpose for
many years, I am sure you will
agree its removal has not only
4 -eliminated a safety hazard to
the children who play on the
beach, but has also, done i
great deal to improve the
overall appearance of our fine.
waterfront.
I have introduced plans 'to
council `for a new pavilion on
this site, when funds are
available or should some ser-
vice club wish to proceed.
stalled between the Main beach
and St. Christopher's beach, in
an effort to create and retain a.
sand beach again. I am pleassd
to report that • since the in-
stallation of the gabions, the
beach has shown considerable
,improvement.
The Marina at Snug Harbour
has operated on a break-even,
basis. In other words, you the
tax -payer have not had to sub-
sidize ifs' operation. In ad-.
dition, many improvements
have been made including the
installation,. of a 'dingy'• park
for small sailing craft. This'not
only • •provides additional
revenue, but also greatly im-
proves .the appearance and
provides a much needed ser-
vice.
As announced recently in.the
press we have also been suc-
cessful in our efforts to obtain a
new catwalk from the Federal -
Government. I am advised that
the contract -has been let, and
we can expect the work to be
completed by January 15.
More recently, .the town has
completed the takeover of Sky
Harbor Airport -and it has been
my privilege to serve as chair-
man of the• management com-
mittee. The acquisition of this
facility.is a great asset to the
town of Goderich, and I am
sure will be invaluable in the
'future growth and'development
of. Goderich.
Finally, it was my contention
two years ago that •the people of
Goderich 'deserve to be more,
currently informed of the
,. meetings of their council. I
therefore proposed that town
council should 'meet Monday
evenings in order that the local
press •can , publish the council
news in the same week in which
it occurs.
Well, I wasn't able to con-
vince my fellow members of the
merits of this change for the
last term. But I still feel
a. recent survey showed that -
about 90 percent of the other
councils in South Western On-
tario towns served by,.a weekly
newspaper,meet on a Monday
or 'Tuesday night.
If re-elected I will again take
my stand to council.
I have enjoyed' my sojourn on
council and now would,r also
like to be one of your represen-
tatives at County level. This is
a very crucial time, with the
cloud of Regional Government
hanging' over us.
A- strong voice is needed. I
want to be thaf voice. If' re-
elected, I will continue to carry
out my duties with your best in-
terests in mind, and pledge
myself to dedication and sin-
cerity. Your, vote 'and your in-
fluence will be appreciated.
