'not new to.Goderich.

by Hon. Barne,y4Danson,
Minister of State for Ur-
bl `t Affairs, will be of in-
terest,
Mr. Danson said
"As an elected representative
from a major urban area, I am
cohstantly ° aware of the
problems of urban living in
Canada and :now as the
Minister responsible for the
Ministry of Urban Affairs and
- the Central Mortgage and
Housing Corporation
welcome the opportunity to ex-
press this concern in,.a tangible
way.
"I do- not tape this respon-
sibility lightly. It is not an easy
feat to ensure that all
Canadians in all parts of ,the
country ar1,4 ''at every income
level are provided with access
to decent accommodation.'
"We're in this with our eyes
open and alt of us are°aware of
the mane problems and
barriers that confront us in
achieving oiir, objective — the'
high price of a- home, high in-
terest rates and the shortage of
serviced land are but a tfew.
"It is fair to. say, I believe,
that by and. large Canadians
are among the best -housed
people both qualitively and
luant.itively in the world:•
``Canada has an excep
'pally good record' in dealing
th housing problems and this
,vernmen't has no intetrti(in of
.bandoning its commitment to
he provision of good housing
(or, all Canadians in a stable.,
liousing market.
"Let's just examine that
record for a moment. A few
years ago the Economic Coun-
cil of Canada told us that in or-
der to meet the needs ,of -
Canadians we would have to,
build a 'million homes in the
five• year period between 1969
and .1973.
"Through' CMHC and in co-
operation with the provinces,
municipalities' and the .private
building industry, the govern-
ment has responded
aggressively and that target.,,
was exceeded by a substantial
--margin, surpassing 200,000
units every year.
"In the last six years
1,350,000 new homes were,built
° in Canada, while in • the same
period 700,000 new families
were formed. We haven't just
kept up with the needs of new
families " for homes, our
building rate' has been `almost
double, that , of `.family for-
mations.

pace with this phenomenal
growth rate. We have in fact
improved the .housing market
from its state six years ago.
This- is a record of which we
can all be proud not com-
placent — but proud. It is true
however that there are many
individuals and groups within,
our o'vn society, too many in
-my view, who are still on the
outside looking in.

?affluent as ours.
° "I'm not' comforted by the
'fact that low-income, fixed in-
come or otherwise disadvan-
taged Canadian;- are in danger
of being. hurt the most in an in-
flationary marketplace: r'

nment's first concern — they're
your first concern and .they're
certainty my first concern.
"Clearly, 'the •number of
housing starts, record levels in
the last four %ears, is ,extremely
important. What pis even more
impnrta'nt is the distribution of
housing starts among .all levels'
of society.. Unless'we build the
kind of housing that people
need : and can afford we will
have failed.
"But I Wouldn't be satisfied
if our' only goal was to build
enough housing units in which
to contain people.
"People ,must live in com-
niunities not simply protective
enclosures called houses and it
is the quality cif those com-
munities socially, culturally,
recreationally and:,.
economically which is so fun-
damental to a healthy society.
`During .the . last election
when 1 was knocking on' dorirs
in my ' riding, which is a
reasonably affluent suburban
Constituency for the most part,
I, came across a development of
what would be called stacked
town louses — quite pleasant
r�es111. It Was an OHC project,
the kind. that- used to be con-
sidered not 'nuclei more than a
better place to • house low-
income people and of course it
would always be found in the
core area of the city, filled with
.families who "have been
hopelessly enmeshed in the
welfare -cycle for generations.
1 noticed there were kids of
all colors playing in the yard of
the, complex and having a
whale of a time and it really
had an ,impact on me. Imagine,

a whole new world was opened
up for these children, out of the
sjladows of the skyscrapers —
the potentially explosive at-
mosphere of cramped living,'
dirty gutters, winos and-.,_
prostitutes.

and having his family exposed

admitted to me that his at-
titude had changed completely

prejudices were more artificial
than real.
"Here's a chance to break the
plan
poverty and welfare cycle
which, in my view, is as much
social ,or attitudinal as it is
.economic•. Here is a chance. to
make • communities real com-
rnu.nities and not simply
packages of poverty and parcels
of wealth, each one separated
from the other by outmoded at-
ti•tudes, and artificial
animosities.
"Really what I have learned
• from such an experience is that
