The Goderich Signal-Star, 1973-03-29, Page 8o PAGE 6—GODERICH SIGNAL -STAR, THURSDAY, MARCH 29, 1973 Eastwood says assessment budget won't be printed in the newspapers The cost of 'assessment for Huron, its increase or other- wise since Provincial takeovt'r, has been a topic of considerable -discussion during the . recent Huron by-election and w• as again brought up Monday in a London Free 'Press article by Joe McClelland. As Mr. McClelland's article puts it,' "Depending on whose figures you accept, 1 t, •l the Huron n Perth regional assesstilent unit is costing anywhere frol_i $500,000 to $1,000,000 to operate, compared with less than $30t)-,000 before the prllv1nce took it over in 1970 The Free Press story quotes Barry Eastwood, regional assessment commissioner, as saying one figure noting the assessment -office as a $500.000 business was "close to factual." In an interview with the Signal Star Mr. Eastwood again con- firmed this. ' Mr. Eastwood will not however release •figures to show just how much the assessment office is costing the people Of Huron and Perth Counties. "I'ni not going to publish'•nv budget in'' the local newspapers,'' he explained. • Mr. Eastwood feels that it is just not fair to compare costs of threie years ago to present costs. Todays staff must he better qualified, he explains, and that costs more. "Salaries in general have gone up about 10 per cent each year anyway," he adds. When asked if 'he would at anytime he releasing the operating costs of his depart: ment Mr. Eastwood explained that at the end of each year the Queen's Printer publishes the operating, costs of all govern- s Mme aide Wilh Us ON A 347. cc, 2 stroke, twin, 7 -port engine.with Torque Induction. The Free Press quotes Huron County Council "sources" as saying that in "addition to the permanent complement of 54 employees in the regional office there are also temporary workers bringing the total to 85 persons." Mr. Eastwood, in the same story, gives his staff ,as num- bering 54 and further notes that this represents a decrease of three since 1970 from the authorized complement of staff. On Tuesday' Mr. Eastwood noted that how the Huron County 0ounut1 would know so much about his operation, "was beyond" him. During, the election campaign Goderich lawyer Dan Murphy was quoted as saying it cost the assessment offlt.:tt' $830,000 in salaries. Mr. Murphy was cam- paign manager for the suc: cessfu1 Liberal candidate Jack J 1ddel1 "I don't know where they get these figures" Mr. Eastwood said in the Free Press inter- view, "but $800,000 is not even dose to the projected figure for two or three years hence." The assessment com- missioner further points out that 'getting assessment for the Huron Perth region all under one roof effected a "tremendous saving." It eliminated the duplication of administrative superstructure cdsts and of facilities and computerization hits cut costs bywne quarter, he explains. ,. F.xplaininf, the present 1 need for expansion dPthe assessment office Mr. Eastwood points to the fact that up till now a sec- tion of the regional staff has been working in the field, but most of the work is now in the office and there isn't enough ,room. Hence the proposal to tear down the adjacent county jail wall to make room for an office addition.
