two different periods. z. came to
Goderich for the first time in
1953: when f :gook a position with
what is now Domtar Uinaited.
and remained as a resident until
1956. During this period my'
principal community activities
b ° were with the Junior Chamber
of Commerce (Jaycees) where I
served a term as Secretary and
later as President. After working
heir Domtar for a year in Nova
Scotia and three years in
Saskatchewan I returned -t'o
Goderich in 1960.
Since my return I have silen-
tly paid my taxes 'and obeyed
the laws and considered this to
be a sufficient contribution to
the conmmunity. Earlier this year
some broposed development •
projects c,.anged-_--me to become
alarmed and subsequently I at-
tended some of the council
meetings.
My own immediate problems ;_
were satisfactorily resolved but
my attendance at the council
meetings awakened me to the
fact that to sit back and com-
placently read the newspaper
reports of the town's problems
was not an adequate con-
tribution to the community,
With almost twenty years of ex-
perience in projects, planning,
committee work and ad -
'ministration I felt, that 1 could
do more by offering to run .for a
position on the town council.,:Af

away with its special half -rate
for temporary suspension of
telephone service and charge
full rate instead. This service is
mainly used by cottagers, people
on extended vacations and
seasonal businesses.
The advantages of temporary
suspension remain: service is
guaranteed on return; callers
will be made aware of a
'customer's temporary absence;
and the customer maintains his
, telephone number .and listing in
the directory. •

I have attended the council
-meetings regularly since last
July and it became apparent
very quickly that the council's
most difficult and most time
consuming problems originated
with zoning, development, real
estate transactions and building
permits. In the past year there
have been problems with
gasoline outlets, multiple unit
dwellings,, single dwelling unit
specifications, parking lots, in-
dustrial buildings, commercial
outlets and a proposed new
hotel. The most appalling fact
in all these instances •is. that
most of the residents are not
aware of , how these develop -

suring that wherever possible,
special expenses should be
borne by the customers who in-
cur them.

proven costly to install and
maintain expensive equipment
for cottagers who pay only half
rate for as much as nine months
of the year, for instance., and for
city customers who have service.

The weakness in .com,
munication does not only exist
between the council and the
residents but also between the
-council and of its standing
committees. Most recently this
weakness became evident in
combined actions of the council*
the planning board and the
building inspector. It was ob-
vious that the proper channel
for communication either were
not being maintained or had
never even been established.
Minutes of each open council
meeting are prepared for the
council members' approval at
the following meeting and it
would seem like a basic prin-
ciple that each of the town's
standing committees should
receive copieii as well but this is
pot being done. I would recom-
mend that this procedure be in-
stigated immediately so that
each committee is kept abreast
of changes and developments.
Further it might be desirable
to have group meetings of the
committee chairmen 'and the
council but this could best be
determined by consulting the
committee chairmen.
To keep the residents better
informed I would suggest ,that
the council meetings be held on
Tuesday night so the results
ciiuld be reported . in the
following Thursday's paper,, I
realize that this might ' cause
some publishing problems and
`the change would only be prac-
tical if the Signal Star could
cope with thein.
Monday night would be
another alternative but slightly
less desirable because pf the
number of Mondays that are ob-
served as holidays. The coun-
cil's communication with the
public could also be improved if,
when publishing notices of
public' meetings, they gave a
broader explanation of the items
to be discussed and their
probable effect on the com-
munity.

of Reeve is in the real: estate
business. At other times when
real estate and development
were less of a problem for the
council it probably made very
little difference what Cine .of
work the . council members
engaged in Izut under the
present circumstances I feel that
a realtor weal'ens the effec-
tiveness of the council. At one
point there were sixteen can-
didates for the various offices
and three of the.candidates were
in the real estate business. Since
then one of . them has with-
drawn.
In a town the size of Goderich
it ca'n be expected that a mem-
ber of the council. may oc-
casionally have a onflict of in-
terest. In• these circumstances he
can declare it and remove him-
self from the discussion and
voting but of course the council
is weakened by having one less
opinion to consider. Personally I
feel that I would have to declare
a conflict of interest any time
my employer or his competitors
were involved. If a realtor does
the same thing he eliminates
himself from all matters in-
volving real estate, planning
and development. If he doesn't
declare a conflict of interest, it
doesn't matter how conscien-
tiously -he tries Jo maintain his
neutrality he still. leaves the
council open to criticism.
At the council meeting of Nov.
23/72 a motion was passed
requesting that all candidates
declare the real estate holdings
that they and 'their wives or
husbands have within the town
of Goderich. In this regard the
only property owned. by either
my wife or myself is out
residence at 305 Lakeside Drive.
We have no financial interest in
any ,other real estate.
If you want . a representative
that will support the wishes of
the residents of Goderich, vote
for Brady for Reeve.
