of women
Th('Trudeau goverl)rent has
Ole little, to eliminate; • the
widespread discrimination ag-
ainst women that still exists in
'Qanadian ,society, (respite a
growing public oonaensua that
KWh loading of the dice against
women is unacceptable and
must be remedied. Thi: govern-
ment alleges that it is acting on
the excellent recommendations
of the Royal Commission Orli the
Status of Women, but there is
little evidence that it has done
more than read them.
The Progressive Conservative
Party believes unequivocally th-
at changes must be made to
guarantee in law the, right of
Canadian women to equal rights
with men and, as a corollary,
equal responsibilities.
No longer can the country
tolerate- an apparent lack of, t>nn-
Wrest and the inconscionable
delay in rectifying injustices
towards women.
The party also recognizes
• without qualification that a
woman should not be bound to
traditional roles. Rather, she
should be able to makeher own
choice and indeed be en-
couraged to develop her talents
in any area she chooses.
But such statements remain
pious .platitudes unless • women
seeking employment can be
assured that they will be
assessed on their merits rather
than on their sex for job oppor-
tunities, promotion and training.
A Progressive Conservative
- government will work speedily
to implement in the public ser-
vice a policy that treats women
and men equally. Private
industry and other governments
would be encouraged, to act on
t e federal : example:
Our Party, as one move to
remedy the present injustice
towards women, will consider
women in the same• way that
men now are assessed for
federal appointments. This com-
mitment will involve the ap-
pointment over a period of time
of more women to the bench, to
government boards and agen-
cies, and to the Senate that is
now the case.
As well, we • will move to
amend the Fair •Employment
Practices Act to make sure that
women are not subject to
discrimination because of
pregnancies that now too often
mean instant dismissal from a
job° A pregnairt woman should
be given a leave of absence from
her job while she is having her
child..
The federal ' government
should be a leader in making
available day-care facilities,
and in particular in providing
funds for the training and
provision of qualified personnel
for day-care centres.
Our Party' will also ensure
thatthere is available to the
public, free of charge, .birth con-
trol and family planning infor-
mation. Financial assistance for
the training of .. family coun-
sellors will be provided.
The Progressive Conservative
Party, realizing that there are
personal moral commitments on
both sides of the question, will
provide adequate time for
_parliamentary debate on
whether the law permitting`
therapeutic abortions should be
amended. A Tree vum ►,.y.....
follow.
. Our Party . will amend the
Divorce Act to reduce to one
year the' present three-year
separation period as a ground
for divorce. We will also reduce
to three years the present five
year separation period required
before a deserting spot a may
fire for divorce.
A government formed by our
Party will establish a federal
council on the status of women
that would report directly to
Parliament. The council's aim
would be' to root our
discrimination against women,
to advise the government about
the best way to eliminate
discrimination, and to show the
public' how harmful present
discriminatory practices are
T s We will also amend the Adult
tccupational Training Act so
that persons with full-time
household responsibilities will
be eligible to take advantage of
the Act.
Many of the - present adult
training programs ignore ' the
needs of rural women. The farm
of the seventies has become a
large and complex operation,
resulting in a . new set of duties
for them: Our party will provide
assistance to help rural ,women
meet these new challenges. Such
assistance will include making
available training programmes
in farm management. and
special courses in accounting,
taxation and economics.
