Winston Churchill once re-
marked:•. "Everyone is an idea.
list about the colored people
Until he comes in contact with
them." • It is homed that the
following will not be consloered
too presumptuous, nor top
idealistic.
Postmortems. on the negro

served to convince all unbiased
observers that the tactics of
Luther Xing, , Rap Brown and

is to. accept a challenge and
tolerance can never be shown
to violence and cruelty. How can
tolerance survive among those
who see life as a narrow path
through the fires of Hell?
It is equally clear that the
indiscriminate expenditure of
money for money's sake will
also fall. Intelligently spent
money is indispensable, but the
politicians appear to think that
if they vote a billion or so, the
spectre will dissolve. To para.,
phrase Clembnceau: ,This is

It is hard to see that any

Money So Little•
For here, if perhaps in les.
set degree, was presentedwhat
is the very core of the negro
problem r in the United States:
How to win hearts and minds?
During a nuiiiber of years of
first -.hand experience with the
tribesmen of the Frontier,, I,,
With many others, tried to Mi.
derstand their limitations as
well as our own; tried to gain
the confidence of their . people
in the mass. On an individual
basis, this was possible to a
degree, but to achieve collec•
tive influence was an entirely
different matter. It was during
all these years that one•of the'
most successful methods of
gaining their confidence was
'demonstrated by a medical man.
Dr. (later Sir) Henry Holland
devoted the whole of his life
to operating on the most pre.
valent and .devastating disease
of that area: ° cataract ok the
eye. His arrival at the various
centres where he operated, up
and down Baluchistan and the
North West Frontier' Province
•. always drew hundreds of, pat.

Might call this just a. drop in
a bucket. Nevertheless it was
a drop of the milk of hunian
kindness. "There shouldalways

Years after .this association
with the North West Frontier,
,1.3boo,Os was published called:
"Where the Lion Trod." It
attempted a sensitive survey of
the soul of India, circa 1962.
It was with a tinge of sadness
that I read a summation of 232
years of a British effort: "So
::-.much—Purpose, yet .so _little
Plan. So -much tdevotion; yet
taph may seem to those of us
who honestly tried, it cannot
be applied to Henry Holland,
for he, above all men had em-
ployed the key to mens' hearts.
Perhaps it is of more than pas-
sing interest that the Eastlndia
' Comapny secured a footing in
India in 1715 by proffering med-
ical services to the Marathas.
With these examples in mind,
it occurred. to me that medical
aid to the urban poor of the
United States could well prove,
the wedge1vhich. could pry open
this problem. In short, to or-
ganise a hearts and minds pro.
gram based "on medical care
for the ghettos. It"might prove
to be the penetrating oil which
would permit the lock to be
sprung. It might prove to • the
negro that someone cared. Its
sincerity might dissolve some
of the clouds of misunderstand.
Lore
ing. It might counteract the hate •
which • thea negro leaders are
so diligently preaching.
There is nothing priginal in
this idea, for an article in
'Newsweek' for 21/8/67 reports
that doctors in all large Am-
erican cities have long apprec.
fated the• • 'need, but •.failed. to
act because 'they did not have
the time'. •
This summ"r at least some,
time WAS found. S'ponsored by
three schools of medicine and
a grant of $900,000 from the
Office of Economic Opportunity; -
250 medical, nursing and dental
students have gone forth into
the slums of Chicago, New York,
and Los Angeles as "Patients'
Advocates". The idea behind
this action is is the best and
oldest tradition of medicine
"The Patient comes first." To
ensure this the students per.
form many missions which have
little or nothing to do with med-
icine. For example, in deal.
Ing with an ignorant and ghetto.
cloisteeed patient, it is not suf-
ficient to tell him to get him -
hearts and minds of the poor.
In their application'' for funds,
the students of one university
wrote: "While medicine ad.
vances by giant strides in the
area of increasing scientific and
technical knowledge, it merely
plods in extending the fruits
of these benefits to all and
sundry:" •
Perhaps the captains and the
11ings who rule our destinies will
come to realise thatthere' are,
some things that money cannot
buy. That help in sickness may
prove the, key to the heart of
the negro and pave a path, so
that,gi`ven schools, he will qua).-,.
ify as a worker; given housing,
he will •live up to it and given
work, he will lose his hatred.
Then perhaps the epitaph at the
head of this column might be
written to read: "So much sin.
cerity, so little hatred." Con.
winced that someone sincerely
cared, the negro inspite of his
present 'short: -comings, might
begin to see the light in ever
increasing numbers. He might
lose his -inferiority complex'and
self an X-ray. It is also nec.r benefit by advances in educes.
