Bayfield Library Association.
Our purpose in coming before
you this evening is to request
your council to consider . the
establishment of .a Bayfield Pa-
lle Library Board (to consist . of
the Reeve and three other mem-
bers appointed by council). We
wish yott to know that our Pre -
cent ,nine member board is in
favor of this action and vo
at a recent meeting to hand
over to the village all the assets
of the present Library Associ-
ation to be administered . by a
new Bayfield Public Library
Board, which we ask you to set
up.

"If you agree to our proposal
it will be necessary for us to
call a special' meeting of our
association to obtain approval
ofu our board's proposed action.
Then we should supply you with
the necessary form bylaw, which
after being passed by you would
establish a Bayfield Public Lib-
rary Board.
"Yotz are all aware, ok,course,
that a Public Libraries Act 1066,
was passed by the Provincial
Legislature last 'June as Bill 155.
This new Act comes into force
Jan 1, 1967. According to this
Act the Library Association swill
be dissolved bn that date and
their assets and inabilities be-
come the property of the 'Mid-
western Library System.
By -transferring our -assets -to
a Bayfield Public Library Board
such assets would remain under
village. control. Moreover Sec-
tion 50 of the new Act says:
"Every library board shall oper-
ate and maintain a library as
a branch in each local muni-
cipality that operated a public
library prior to the date upon
which that municipality became
part of the County library sys-
tem." This action would ap-
peiarto guarantee a library in
Bayfield if we are public
library prior to the new Act
going into force, and`if.the coun-
ty library system is voted in by
County Council. If the county
library system is not voted in -
for next' year, then as a public
library we would be able to
carry on much as before under
the Huron 1County ' Co-operative
Library. "To .save time in our
presentation and to provide the
information you need to make,
your decision I should liike to
call on Mrs. Robert Scotdhrner
our secretary, and Mrs. G. N.
Rivers, treasurer, to present
figures on (a) membership and
circulation; (b) our asserts;' (c)
our financial... statement for
1965."
Mrs. R. Scotchmer then gave
the library statistics for 1965,
Subscribers 254, books on shel-
ves 3,000, circulation 4,600. •
The treasurer's report given
by Mrs. Rivers showed a baj-
anm carried forward at Janu-

ships, , $163.75; fines and paper
backs $13.04; grants, $174.18;

$13.66; miscellaneous, $33.73,.
Disbursements: bookand sup-

fuel, $29.23; repairs `o building,
$41.81; heater and installing,
$106.92; storm windows, $20,63;
miscellaneous. 400. Leaving a
balance carried over to 1966 of
$558.64.
In conclusion, Mrs. Clift said:
"The Board is _almost of one
mind in favour of this Muni-
cipality voting for the County
Library System'. However, we
should like to defer firm opinion
unitl our Association has con-
sidered the matter, perhaps,
next month, as a special meet-
ing "
In_ a new r to questions by
council it was disclosed that
the gross assets of the Bayfield
Library Association are about
$5,000 and liabilities, nil. The
Reeve who is a member of the
County Library Committee of
County Council said that if the
County Library System is voted

in' by Huron Couty Council
appears that taxpayers will no
longer pay rxzern'bership fees but
instead all taxpayers will prob-
ably be subject to a minimum
county nate. He added 'that he
felt that borro1ers would gain
substantially in the quality and
choice ,, of books available
throughout the county.
Coun. Sturgeon asked for in,
formation regarding the tears
of the lease of the land on which
the library stands. He was told
that the lease is valid and paid
for until 1974, with an option
on an extension for a further
ten years.
Council passed a -resolution
stating that "Bayfield Village
Council assures the Bayi'ield,rib-
rary AssociatiMi that if tie. As-
sociation formally requests the
Council to set up a Bayfield Pub-
lic Library Board and transfers
to the village, the assets of the
$•,ayfield Library Association,
this council will pass the neces-
sary bylaw to effect it."
'PORT ALBERT
PORT ALBERT—The Ladies'
Guild of Christ Anglican Church
met at the home of Mrs. Elton
Draper, ept. 7 with nine mem-
bers and one visitor attending.
Rev. George Hamilton was the
speaker, and told of 'his–experi-
ences while in the Arctic for the
past nine years. .
Mabel Simpson of Woodstock
is visiting -with .Mrs. Dave Mar-
tin and family and Mrs. William
Draper of Goderrich visited with
them.
Mrs. Dave Martin and Mr.
and Mrs. Gordon Martin and
family visited with Mrs. William
Stewart of Auburn and attend-
ed the Harvest6Home Services
at St. Paul's Anglican Church._
Mr. and Mrs. Alfred Martin
of London spent a weekend
at their cottage.
Anna Mae Martin visited with
Mr. and Mrs. Ivan Gregg of
London and also attended the
Western Fair.

and Mrs. Elton Draper were at
the Western Fair:

School Yard Repairs
A Guelph contractor has pro-
mised to - have the Central
Huron Secondary School play-
ing field in. Clinton . completed
after the school board complain-
ed about delays. "
R. A. Barnsley, the contrac-
tor, told a meeting called by
the board that water ' from
underground springs and drain-
age from nearby houses has
delayed him.
The $18,928 contract was let
in August, 1965. The comple-
tion date in the contract was
October, 1965.
The school has been wirtahout
a; -,:playing field since an addi-
tion was built in 1961 on the
playing field of the Clinton Dis-
trict High School. The school
was renamed when the addition
was completed.

Gains Road Comrnitte�
Joseph ,Kerr, veteran reeve
of Wingham, was appointed a
member of (the important
county roads committee at. the
September, session of Huron
County, Council held in Gode-
rich Sept. 16.
He replaces Robert Gibson,
who has resigned from County
Council as reeve of Howick to
take the post of road super-
intendent of Howick Town-
ship, and will serve the

Blyth Fair
Gets Bigger
DLYTH Their fall fair was
bigger than ever this year, but
village residents can't live down
the defeat they suffered against
East Wawanosh Township.
On the opening day of the
fair, Blyth strongmen strug-
gled in a tug -o' -war with the
surrounding townships, and .lost.
Increased interest in -the fair
'was indicated by the growth in
indoor exhibits. There were
twelve new exhibitors. .
One of the outstanding, steer
entries was a 1,250 -pound steer
owned by Robert Anell of Lon-
desboro. It was purchased in
October by Robert Snell of
Londesboro when , it weighed
470 pounds.
The champion steer was own-
ed by Margaret Youngblut of
Auburn. The reserve champion
prize went to : Avon Toll of
Blyth.
The champion beef herd was
owned • by Bruce McGillvery of
Paisley. Prize for the best dairy
herd went to Howard Kennedy
of Tiverton.
AUBURN
Mrs. Margaret Clark celebrat-
ed her 94th birthday Sunday.
Friends called throughout the
day and cards, gifts and mess-
ages were received. • Born near
Dungannon, Mrs. Clark attend-
ed the Nile school. Mrs. Clark
was the former Margaret Smylie,
daughter of the late Mr. and
Mrs. James David Smylie. In
1908 `she was married to' the
late J. C. Clark and moved to
Auburn. In 1930, her husband
passed •away and for the past
number of years she has been
living with her nephew, Mr.
William Dodd- and Mrs. Dodd.
She has one brother, Joseph of
Millford, Sask.; one brother, Jack
passed away on June 30 in the
West.
Mrs. William Stiles has join-
ed the staff' of the Imperial Bank
of Commerce at Blyth and
began her duties this week.

attended the 4-H judging classes
at Teeswater Fair last Saturday.

Addressing council Mem-
bers,- Mr. Kerr. said he had
always been interested in
roads, and recalled. that 'in
times past there had usually
been one urban member on
- the road committee...
Mr. Robinson •stated that
when Mr. Gibson resigned he
said he would like to see
Howick -represented- on the
road committee for the re-
mainder of his term since it
was the township that had
been honored.
The road committee now
consists of D. McKenzie, Ash=
field, chairman; Grant Stir-
ling, Goderich Township; Del-
bert Geiger, Hay; Joseph
Kerr, Wingham; Jim Hayter,
Stephen.
