No person shall keep in or upon any. land or premises in the Town of Goderich at any one time more than two cats of any kind, regardless of breed or sex. 2. This Bylaw shall not apply to cats boarded by a Veterin- ary surgeon or impounded by a duly appointed pound - keeper. , 3. This bYlaw shall not apply to unweaned kittens. 4.
