It is difficult to be spt;oific
in a brief message such as this,
but there is ample evidence to
support statements concerning
the constructive -intiuence that
441 has on Agriculture. Suc-
cessful men and women in every
community and in all 'fields of
endeavor refer ,frequently to
their 4-11 activities and -em-
phasize' how these experiences
have contributed to their accom-
plishments.
To be successful, one must
be. guided. This guidance mut
start early in one's life and
must come from several areas
of influence. From its simple
beginnings fifty years ago when
the emphasis was largely on
the product and not the person,

become a potent educational
force becoming increasingly
more recognized by educators,
indatrialists, bankers, clergy,
and many others. This is es-
menf has thus become a team
effort, guiding the rural youth

spectability whilst preparing
them for their roles as adult
citizens of th:' future. The team
is a unique one indeed . .
club member, parents, leader;
farm organizations, departments
of Agriculture and business
firms, with the Canadian Coun-
cil on 4-H Clubs active at the
National level to blend and
co-ordinate- activities. for the
befit of all.
As president of the Council
and on behalf of its supporting
menbe1s, I -'wash to take this
opportunity to express thanks
and congratui-ations to..the many.
devoted people who have ac-
tively
ctively supported 4-11 in the past
50 years, as well -as those who
aF working. diligently today to
make the next 50 years of 4-11
even more eventful.
To Canada's 70,000 4-H mem-
bers may I say that farming and
homemaking today hold the
challenge of problems unsolved
and opportunities as yet unreal-
ized: Active participation and
sincere devotion to duty as a
4-H member will bring him
closer to those opportunities.

The basic problems facing Canada today have been
described by Mr. Pearson in these words:

"The simplest and most obvious need before
Canadians today is to elect a new government with its will to set the country bck on course, a
government with .a.margin large enough to govern
effectively, a government that can stay in office for
at least -four years and put into effect a realistic and
a strong program, taking the decisions that will
have to be taken." '
The Liberal party recognizes that everything cannot be done
at •once.
The first priority is to restore the confidence of Canadians
in themselves, and the confidence of, the world in Canada.
The second priority is to bring forward concrete measures to
expand the economy. These will include a municipal development
board to'assistmunicipalities in starting their particular
projects; creation of a new Development of °Industry to'
encourage industry in our Huron towns, so that graduating
students may . find career opportunities at home. -
It will be possible also to implement plans to deal with
difficult farm surpluses. Particular attention _will be given the
problems of the Ontario farmer, where et farm income fell -
�. -by-$i6,000,000_in 1962..
An expanded and improved educational training program
has a high priority, and will include loans and scholarships for
r University students, as well as extension of family allowances
to include high school students.
